From Gambling To Business Reforms: 13 Bills In Just Five Days – What’s On Bihar Assembly’s Agenda This Monsoon Session?

The five-day session beginning July 20 will focus on legislative amendments, investment reforms and procedural changes aimed at improving the functioning of the House.

Patna: The Bihar Legislative Assembly will begin its five-day monsoon session on July 20, during which the state government is expected to introduce 13 bills, including legislation aimed at improving the ease of doing business in the state.

Most of the proposed legislation comprises amendment bills intended to update existing laws in line with changing administrative and economic requirements.

Ease Of Doing Business Bill In Focus

Among the key proposals is the Bihar Ease of Doing Business Bill, which is expected to be one of the session’s most closely watched pieces of legislation because of its potential impact on industry and investment.

Although the opposition is expected to raise objections to some provisions of the proposed laws, significant amendments are considered unlikely given the ruling alliance’s numerical majority in the Assembly.

Online System Introduced For Legislative Notices

In a procedural change, members will be able to submit Zero Hour and Calling Attention notices online.

According to the new arrangement, Zero Hour notices can be filed between 8 am and 9 am, while Calling Attention notices will be accepted online from 9 am to 10 am.

The move is intended to streamline legislative business and improve convenience for members.

Senior Officials Directed To Attend Committee Meetings

The Assembly Secretariat has also directed that the Additional Chief Secretary, Principal Secretary or Secretary of the concerned department must attend meetings of legislative committees.

Departments have been instructed to respond promptly to questions raised in the House, while government officials have also been asked to strictly follow established protocols in their interactions with Members of the Legislative Assembly (MLAs).

Bills Scheduled To Be Introduced

The government plans to introduce the following bills during the session:

  • Bihar Gambling (Prohibition) Bill
  • Bihar Goods and Services Tax (Amendment) Bill
  • Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) (Repeal) Bill
  • Bihar Land Mutation (Amendment) Bill
  • Bihar Medical (Amendment) Bill
  • Bihar Nurses Registration (Amendment) Bill
  • Bihar Sugar Undertakings (Acquisition) Amendment Bill
  • Bihar Urban Development Bill
  • Bihar Private Universities (Amendment) Bill
  • Bihar Shops and Establishments (Regulation of Employment and Conditions of Service) (Repeal) Bill
  • Indian Stamp (Bihar Amendment) Bill
  • Registration (Bihar Amendment) Bill
  • Bihar Ease of Doing Business Bill
