Patna: A candidate from Bihar belonging to the General or Other Backward Classes (OBC) category will not be allotted the Bihar cadre in the 2025 batch of the Indian Administrative Service (IAS), even if they secure the top rank in the Union Public Service Commission (UPSC) examination.
According to the ‘social pattern’ of the 2025 IAS batch communicated by the Union government’s Department of Personnel to the Bihar government, the number of ‘insider vacancies’—positions reserved for candidates receiving their home-state cadre—for the General (including EWS) and OBC categories has been reduced to zero.
The officers of the 2025 batch are expected to assume field postings in Bihar around April-May 2027.
No Local General Or OBC IAS Officers In 2025 Batch
Under the allocation pattern, Bihar is expected to receive nine new IAS officers from the 2025 batch.
However, none of the General or OBC officers posted to the state will be natives of Bihar.
The allocation includes:
- General (Unreserved): 2 officers, both from other states
- OBC: 3 officers, all from other states
- Scheduled Caste: 2 officers, both natives of Bihar
- Scheduled Tribe: 1 officer, a native of Bihar
The absence of home-cadre General and OBC officers has raised concerns about the declining presence of locally rooted administrators within the state’s civil services.
Declining Insider Vacancies
The trend has been visible over several recent IAS batches.
Across the 2021, 2022, 2023 and 2025 batches, no General category candidate from Bihar was allotted the Bihar cadre.
For the OBC category, Bihar received:
- One insider officer in the 2020 batch
- None in 2021
- Two in 2022
- One in 2023
- None in 2025
The 2025 allocation therefore marks another year in which Bihar’s General and OBC candidates will not receive home-cadre postings.
Fewer IAS Officers Being Posted To Bihar
The overall number of IAS officers allotted to Bihar has also declined in recent years.
The state received:
- 11 officers each from the 2022 and 2023 batches
- 10 officers from the 2024 batch
- 9 officers from the 2025 batch
Officials said the 2025 batch will join field postings in Bihar in 2027 after completing their training.
The continuing decline in insider vacancies, particularly for the General and OBC categories, is expected to further reduce the proportion of Bihar-born officers serving in the state’s administrative machinery.
