Thirteen Bills, One Assembly Session: What’s at Stake for Bihar Assembly Today?

The third day of the Monsoon Session will feature Question Hour, debates on public issues and the introduction of 13 major Bills, while the opposition is expected to raise the demand for the Union Education Minister's resignation.

Patna: The Bihar Legislative Assembly is set for another politically significant day as the third day of the Monsoon Session begins with Question Hour, followed by discussions on adjournment motions and calling-attention notices before the government tables 13 key Bills later in the day.

The proceedings are expected to witness both legislative activity and political confrontation, with the opposition indicating it may raise the demand for the resignation of the Union Education Minister, an issue that has generated political debate in recent days.

Question Hour to Put Several Departments Under Scrutiny

The day’s proceedings will begin with Question Hour, during which ministers will respond to starred and short-notice questions from legislators.

Departments scheduled to face questions include:

  • Rural Works Department
  • Rural Development Department
  • Panchayati Raj Department
  • Water Resources Department
  • Minor Water Resources Department
  • Road Construction Department
  • Building Construction Department
  • Labour Resources and Migrant Workers’ Welfare Department

Members are expected to seek details on infrastructure projects, rural development schemes, irrigation, road construction, Panchayat administration, public buildings, budget utilisation and welfare measures for migrant workers.

Opposition Expected to Raise Political Issues

Following Question Hour, the Assembly will take up adjournment motions and calling-attention notices.

The opposition is expected to use these discussions to press the government on issues of public importance. It may also raise the demand for the resignation of the Union Education Minister, a matter that has recently featured prominently in national political discourse.

If protests escalate, Assembly proceedings could witness slogan shouting or temporary disruptions, although the ruling coalition is expected to push ahead with the day’s legislative business.

Government to Introduce 13 Bills

The post-lunch session is expected to be dominated by legislative business, with the government scheduled to introduce or take up discussion on 13 Bills.

The proposed legislation includes:

  • Bihar Urban Development Bill, 2026
  • Bihar Private Universities (Amendment) Bill, 2026
  • Bihar Specialized Universities Bill, 2026
  • Bihar Panchayat Raj (Amendment) Bill, 2026
  • Bihar Shops and Establishments Bill, 2026
  • Indian Stamp (Bihar Amendment) Bill, 2026
  • Registration (Bihar Amendment) Bill, 2026
  • Bihar Ease of Doing Business Bill, 2026
  • Bihar Prisons and Correctional Services Bill, 2026
  • Bihar Crime Control (Amendment) Bill, 2026

Dr Syama Prasad Mookerjee Artificial Intelligence and Computer Science University Bill, 2026
Bihar Engineering University (Amendment) Bill, 2026
Shaheed Jubba Sahni Architecture and Military Engineering University Bill, 2026

The government is expected to seek the House’s approval for several of these Bills, subject to the day’s proceedings and the Assembly agenda.

Legislative and Political Test for the Government

The session is likely to test the government’s ability to manage both legislative priorities and political opposition.

While ministers will be required to defend the government’s performance during Question Hour, the ruling alliance will also seek to advance its legislative agenda. The opposition, meanwhile, is expected to scrutinise the proposed Bills and raise political issues inside the House.

What’s Next?

The outcome of the day’s proceedings will depend on how smoothly the Assembly functions. Any prolonged disruptions could affect the pace of debate and the passage of Bills, while the government is expected to push for progress on its legislative programme before the Monsoon Session concludes.
