Patna: The Bihar government has outlined its progress on digital governance, claiming major advances in the delivery of public services, grievance redressal, recruitment and administrative reforms. During a press conference, General Administration Department Secretary Md. Sohail said the government is using technology to make public services faster, more transparent and time-bound.
According to the department, the latest figures cover initiatives ranging from Sahyog Shivirs and the Right to Public Services (RTPS) framework to online services at Panchayat Sarkar Bhavans, the Human Resource Management System (HRMS) and large-scale recruitment.
Over 5.83 Lakh Applications Received at Sahyog Shivirs
According to the department, Sahyog Shivirs, launched on May 19, have received 5,83,886 applications so far.
Officials said 5,33,904 applications have already been resolved, while the remaining cases are being processed by the concerned departments.
The Secretary said the monitoring process has been digitised. If an application is not resolved within the prescribed timeline, the system automatically seeks an explanation from the concerned official, who must submit a response online.
53.80 Crore RTPS Services Delivered
The department stated that more than 53.80 crore applications have been disposed of under the Bihar Right to Public Services (RTPS) Act.
Officials also highlighted the introduction of an Auto-Appeal System for services including caste, income and residential certificates, ration cards and labour registration.
Under the new mechanism, applications that remain pending beyond the prescribed timeline are automatically forwarded for appeal, reducing the need for citizens to repeatedly visit government offices.
64 Online Services Now Available at Panchayat Level
According to the government, over 64 online public services are now available at Panchayat Sarkar Bhavans across Bihar.
Officials said the expansion is intended to improve access to government services in rural areas by reducing the need for residents to travel to district headquarters.
Grievance Redressal System Expanded
The department reported that more than 19.38 lakh public grievances have been resolved under the Public Grievance Redressal Act.
In addition, 16,106 grievances related to serving and retired government employees have been addressed through a dedicated grievance redressal mechanism.
IIM Bodh Gaya Experts Supporting Departments
According to the General Administration Department, 107 experts are currently working across various government departments under the Chief Minister’s Fellowship Scheme, implemented through an MoU with IIM Bodh Gaya.
The experts are assisting departments in improving administrative efficiency and implementing management-based reforms.
Recruitment Underway for Over 1.72 Lakh Posts
The government said requisitions for 1,72,218 vacant posts for 2025–26 and 2026–27 have been sent to the concerned recruitment commissions.
According to officials, the recruitment process is currently underway with the objective of filling vacancies across multiple departments.
HRMS Covers Around Eight Lakh Employees
The department said the Human Resource Management System (HRMS) now contains records of approximately eight lakh state government employees.
Officials stated that the platform digitally manages salary details, service records, asset declarations and other administrative information.
Jigyasa Kendra Provides Information to Lakhs
According to the government, the Jigyasa Kendra toll-free helpline has provided information on government schemes and services in 12,93,887 instances.
Officials said the initiative aims to provide citizens with a single platform for accessing government-related information.
Government Highlights Transparency and Accountability
Secretary Md. Sohail said the government’s objective is to strengthen transparency, accountability and efficiency by expanding technology-driven governance across departments.
According to the department, digital monitoring systems and online service delivery are expected to reduce delays while improving public access to government services.
