Bihar Energy Department Unveils Rs 1.40 Lakh Crore Power Sector Investment Plan at CII Energy Conference

The state outlined its five-year roadmap for clean energy, grid modernisation and private investment during the CII International Energy Conference in New Delhi.

Patna: Bihar showcased its power sector reforms and future investment plans at the 7th CII International Energy Conference & Exhibition (IECE 2026) on August 6, presenting a Rs 1.40 lakh crore investment pipeline aimed at accelerating clean energy, grid modernisation and infrastructure development over the next five years.

The state government said the roadmap focuses on renewable energy, transmission networks, smart grid infrastructure, battery energy storage systems, pumped storage projects and digital transformation, while strengthening Bihar’s position as an investment destination in the energy sector.

State Leadership Presents Energy Vision

The Bihar delegation was led by Shailesh Kumar, Bihar’s Energy Minister, along with Ajay Yadav, Energy Secretary and Chairman-cum-Managing Director of Bihar State Power Holding Company Limited (BSPHCL).

 

Other senior officials included Rahul Kumar, Managing Director of North Bihar Power Distribution Company Limited (NBPDCL), and Naval Kishore Chaudhary, Managing Director of Bihar State Power Transmission Company Limited (BSPTCL).

Industry representatives participating in the Bihar session included Jitendra Srivastava, Vineet Mittal, Ravindra Kumar and Gaurav Shah.

Focus on Clean Energy and Investment

Addressing the conference, Shailesh Kumar said Bihar has moved from expanding electricity access to focusing on sustainable and reliable energy. He said every household in the state now has electricity and the government is prioritising rooftop solar installations, the PM Surya Ghar: Muft Bijli Yojana, PM-KUSUM and the strengthening of agricultural feeders.

The minister also invited investors to participate in Bihar’s next phase of development, stating that the government would support businesses seeking opportunities in renewable energy, transmission, power infrastructure and emerging clean energy technologies.

Investment Pipeline and Utility Performance

During the special session titled Powering Bihar: Investment, Innovation & Growth, Ajay Yadav presented the state’s investment roadmap and outlined reforms across power generation, transmission and distribution.

According to the presentation, Bihar’s power distribution companies have reported profits exceeding Rs 2,300 crore while reducing Aggregate Technical and Commercial (AT&C) losses to 11.54 per cent, below the national average.

The state also highlighted the installation of more than 92 lakh smart prepaid electricity meters, transparent regulatory processes, advance subsidy support and timely vendor payments as measures aimed at improving investor confidence.

On the sidelines of the conference, the Bihar delegation held meetings with representatives from Avaada Group, Oriana Power, Jakson Group and Hexa to discuss renewable energy projects, grid modernisation, clean energy technologies and investment opportunities.

The discussions also explored strategic partnerships and cross-border cooperation aligned with Bihar’s long-term energy plans.

Conference Theme

The Bihar session was held as part of the 7th CII International Energy Conference & Exhibition (IECE 2026), which brought together policymakers, industry leaders, investors and technology companies to discuss energy security, clean energy transition and sustainable economic growth.

The conference was organised around the theme, “Transitioning with Energy Security – The New Global Order: Secure, Smart & Sustainable,” providing a platform for states to present policy reforms and investment opportunities in the energy sector.
