Bihar Education Minister’s New Action Plan: Districts to Resolve School Issues Locally, DMs to Engage MLAs

Patna: Bihar Education Minister Mithilesh Tiwari has outlined a new action plan to speed up the resolution of education-related issues at the district level. Under the new approach, District Magistrates (DMs) will regularly review problems concerning schools and coordinate with local public representatives to identify and address them.

The initiative comes amid the large number of questions related to the Education Department that are raised in the Bihar Legislative Assembly and Legislative Council. The government aims to ensure that issues that can be resolved locally do not remain pending or repeatedly reach the state legislature.

DMs to hold regular meetings on education issues

Under the new directive, District Magistrates will conduct regular meetings to review issues concerning the Education Department in their respective districts.

They will coordinate with education officials and examine problems related to schools, teachers, infrastructure, resources and administrative matters. Issues that can be resolved at the district level will be taken up on priority.

MLAs and MLCs to be consulted

The new system also places emphasis on direct communication between the district administration and elected representatives.

District Magistrates will engage with MLAs, MLCs and other public representatives to gather information about education-related problems in their constituencies.

Issues raised by public representatives will be examined, their actual status verified and necessary action initiated wherever possible.

Detailed reports to be prepared

District authorities will prepare detailed reports covering the education-related problems identified in their areas.

Issues that cannot be resolved at the district level will subsequently be forwarded to the Education Department along with relevant details. This will allow the department to identify matters requiring intervention at the state level.

The reports could also help the government identify recurring problems across districts, such as teacher shortages, inadequate school infrastructure, lack of resources or administrative hurdles.

Move aimed at reducing pending legislative questions

Education-related issues are frequently raised in the Assembly and Council, including matters concerning individual schools and local administrative problems.

The government’s new approach is intended to strengthen the grievance-resolution mechanism at the grassroots level. By resolving local problems through district-level coordination, the department hopes to reduce delays and prevent issues from remaining unresolved until they are raised in the legislature.

Regular monitoring to strengthen accountability

Regular reviews are expected to become an important part of the new system. District officials will maintain lists of pending issues, prioritise them for action and forward matters requiring higher-level intervention to Patna.

The initiative is aimed at ensuring that education-related grievances do not remain confined to official correspondence but result in concrete action on the ground.

Public representatives to play key role

MLAs and MLCs will also have an important role in the proposed mechanism by bringing local education issues directly to the attention of district authorities.

The Education Department expects that greater coordination between District Magistrates, education officials and elected representatives will help identify problems faster and accelerate their resolution.

Overall, the action plan seeks to establish a more responsive district-level mechanism for addressing Bihar’s education-related challenges, while ensuring that issues requiring state-level intervention reach the department with clear and detailed reports.
