Patna: Flat buyers in Bihar who have been waiting for their names to be recorded in land records could soon get relief, with the state government preparing to restart the mutation process for apartment flats.
The Revenue and Land Reforms Department is developing specialised software for mutation of land associated with flats. The software is reportedly in the final stages of development, and the new system could become operational in September 2026.
Once implemented, the system is expected to bring greater uniformity and transparency to the process of mutation and maintenance of Jamabandi records related to apartment flats.
Why Was Flat Mutation Halted in Bihar?
The process of land mutation, title transfer and creation of Jamabandi for apartment flat owners has remained suspended since April 2025.
At the time, the department directed Divisional Commissioners and District Magistrates to stop proceedings related to mutation of land associated with apartments.
The move created difficulties for many flat buyers who had completed the registration of their properties but were unable to have their names entered into the relevant land records.
One of the key issues was the absence of clear provisions for direct mutation of apartment-related land in the Bihar Land Mutation Act, 2011, and the 2012 Rules. The department’s existing software also lacked the technical infrastructure required to process such cases.
As a result, different administrative regions were reportedly following different approaches, creating uncertainty for both flat owners and officials.
Special Software Being Developed for Flat Mutation
To address these issues, the Revenue Department is developing a dedicated software system for land records associated with apartment flats.
The system is intended to establish a standardised procedure for mutation across Bihar, reducing differences in the way applications are processed in different districts and administrative zones.
The digital system is also expected to make it easier for officials to maintain mutation and Jamabandi records and verify land-related information.
How Will Flat Buyers Benefit?
The proposed system could provide several benefits to apartment owners. A standardised procedure would help reduce uncertainty over the mutation of land associated with flats and minimise inconsistencies in processing applications.
A more structured digital system could also reduce errors in land records and make verification easier for authorities.
Properly updated land records are particularly important when a flat is sold or transferred, as discrepancies can lead to disputes over ownership, titles and associated land rights.
Flat Mutation Could Resume in September 2026
With the software reportedly nearing completion, the mutation process for apartment flats could resume in September 2026.
However, the Revenue and Land Reforms Department is yet to make a formal announcement specifying the exact date and detailed procedure for restarting the process.
If implemented as planned, the new system could provide major relief to flat buyers who have been waiting since April 2025 to complete the mutation of land records associated with their properties.
The proposed digital mechanism would also mark an important step towards establishing a uniform process for flat-related land mutation across Bihar.
