Patna: A surprise inspection at Bela Panchayat in Saran district’s Dariyapur block has raised questions over the functioning of the local Panchayat administration after the Panchayat Sarkar Bhawan was found locked during a visit by Minister Deepak Prakash.
The inspection was conducted on the occasion of Panchayat Development Day, when the presence of officials and elected representatives and the functioning of Panchayat-level administration would normally be expected. However, the Panchayat Sarkar Bhawan was found locked at around 11 am.
Minister Expresses Displeasure Over Locked Panchayat Building
Minister Deepak Prakash expressed displeasure after finding the Panchayat government building closed. The inspection also revealed that a Gram Sabha meeting had not been held in the Panchayat.
Following the inspection, the minister directed that explanations be sought from the Mukhiya, Block Development Officer (BDO) and Panchayat Secretary regarding the situation.
The authorities will have to explain why the Panchayat Sarkar Bhawan was closed during the inspection and why the Gram Sabha had not been convened.
No Gram Sabha Meeting Raises Questions
The Gram Sabha is an important mechanism for ensuring people’s participation in Panchayat-level decision-making and development planning.
The reported absence of a Gram Sabha meeting in Bela Panchayat has therefore raised questions about how local development priorities are being identified and how residents are being given an opportunity to raise their concerns.

Officials will be required to clarify the reasons behind the locked Panchayat building and the absence of a Gram Sabha meeting. Further action, if any, will depend on the explanations submitted and the findings of the authorities.

The minister’s inspection has also highlighted the importance of regular monitoring of Panchayat institutions. Panchayat Sarkar Bhawans are intended to serve as local centres where residents can access government services, raise grievances and participate in village-level governance.
