Patna: A high-level Group of Ministers on September 5 reviewed the draft Bihar Building Bye-laws 2026, with discussions focused on simplifying regulatory procedures, expediting approvals and facilitating construction and urban development across the state.
The meeting was chaired by Deputy Chief Minister Vijay Kumar Chaudhary at the Irrigation Department auditorium in Patna. The draft has been prepared by the Urban Development and Housing Department, which is the nodal department for the exercise.
Focus On Simplified Regulations
The proposed bye-laws aim to make building-related regulatory processes more transparent and efficient, according to officials.
Urban Development and Housing Minister Nitish Mishra said the draft was based on the principles of transparency, faster processes and sustainable development.
He said simpler regulations could support construction and investment while contributing to improved urban infrastructure, economic activity and employment.
Mishra said the draft was prepared with the vision of a developed Bihar in mind and would support planned and modern growth of the state’s cities.
Stakeholders’ Suggestions Considered
Deputy Chief Minister thanked ministers, officials and other stakeholders for their suggestions and participation in the review process.
He said the inputs received would help make the Bihar Building Bye-laws 2026 more effective and beneficial for the public.
During the meeting, Urban Development and Housing Department Principal Secretary Vinay Kumar made a detailed presentation on the proposed bye-laws.
He outlined key provisions of the draft, including measures aimed at simplifying regulatory procedures and streamlining building construction and urban development.
Industry Representatives Attend Meeting
The meeting was attended by Information and Public Relations and Rural Development Minister Shrawon Kumar, Cooperative Minister Ramkripal Yadav, Urban Development and Housing Minister Nitish Mishra and Public Health Engineering Department Minister Sanjay Kumar Singh.
Animesh Parashar, department secretary and managing director of BUIDCO, and Yashpal Meena, commissioner of Patna Municipal Corporation, were also present.
Representatives from CREDAI Bihar, Bihar Industries Association, Builders Association, Bihar Chamber of Commerce and Industries and flat owners participated in the discussions, along with senior officials of the department.
