Patna: The Bihar Department of Industries has signed a Memorandum of Understanding (MoU) with IIM Bodh Gaya for preparing the Bihar Industries Investment Promotion Policy (BIIPP) 2026, aimed at strengthening industrial development and attracting investment to the state.
The agreement will bring together institutional research, economic analysis and industry consultations to develop a comprehensive and investor-friendly policy framework for Bihar.
The initiative is being undertaken under the leadership of Chief Minister Samrat Chaudhary and the guidance of Industries Minister Shreyasi Singh.

IIM Bodh Gaya to Provide Research and Policy Support
The MoU was signed and exchanged between Mukul Kumar Gupta, Director of Industries, and Dr Vinita Singh Sahay, Director of IIM Bodh Gaya.
Under the agreement, IIM Bodh Gaya will serve as the knowledge and research partner for the preparation of BIIPP 2026.
Its responsibilities will include policy research, benchmarking against other industrial policies, stakeholder consultations, economic analysis and drafting recommendations.
The Department of Industries will retain overall leadership and institutional supervision of the policy formulation process.
The department will determine policy priorities, the fiscal framework, consultation mechanisms and desired outcomes. Recommendations submitted by IIM Bodh Gaya will be advisory, with final decisions and approval resting with the department.
New Policy to Follow a Multi-Sectoral Approach
Speaking on the occasion, Industries Department Secretary Kundan Kumar said IIM Bodh Gaya’s multidisciplinary academic programmes, research capabilities and academic environment made it an important partner in preparing the new policy.
He said the policy formulation process would adopt a multi-sectoral approach, keeping Bihar’s ground realities and emerging economic opportunities at its centre.
Describing BIIPP 2026 as a “mother policy for all sectors,” Kumar said it would provide a foundation for future policy interventions across different sectors and help accelerate industrial development in the state.
He added that the collaboration marked an important step towards integrating research, institutional expertise and policymaking.
IIM Bodh Gaya Highlights Bihar’s Potential
IIM Bodh Gaya Director Dr Vinita Singh Sahay highlighted Bihar’s economic potential, demographic strengths and rich biodiversity.
She also emphasised the importance of connecting the state’s emerging opportunities with its young and talented workforce.
The collaboration is expected to support the development of a policy framework that considers the state’s resources, workforce and industrial opportunities while addressing the requirements of potential investors.
Senior Officials Attend MoU Exchange
Several senior officials and representatives of stakeholder organisations attended the MoU exchange ceremony.
Those present included Bidya Nand Singh, Director of Handloom and Sericulture; Aman Samir, Director of MSME; Khandekar Shrikant Kundalik, Joint Secretary; representatives of the Bihar State Entrepreneur Commission and other stakeholder organisations, along with senior officials of the Industries Department.
Focus on Investment, Entrepreneurship and Employment
The proposed Bihar Industries Investment Promotion Policy 2026 is intended to strengthen the state’s industrial ecosystem and create fresh opportunities for investment, entrepreneurship and employment.
The research-based approach is expected to help the department identify sectoral priorities and formulate policy interventions suited to Bihar’s economic conditions.
With IIM Bodh Gaya providing research and advisory support, the state government aims to develop a policy framework that supports long-term industrial growth and improves the environment for investors and businesses.
The final policy priorities and provisions will be determined by the Department of Industries.
