Bihar Anti-Corruption Drive: EOU, Vigilance Raid 6 Officers in 5 Cases, Cash and Property Documents Found

Five separate raids in September targeted six officials across Bihar, with investigators finding property and investment documents, bank funds, jewellery and nearly Rs 80 lakh in cash in one case.

Patna: Bihar’s Economic Offences Unit (EOU) and Vigilance Investigation Bureau conducted raids in five disproportionate-assets cases during September 2026, bringing six government officials under investigation.

The officials include Anand Kumar Vibhuti, Satyendra Kumar Choudhary, Kamlesh Kumar, Ravindra Kumar Diwakar, Kumari Sweety and Amit Kumar Gupta.

According to the agencies’ preliminary findings as reported, the five cases involve alleged disproportionate assets totalling around Rs 9.38 crore. Searches also resulted in the discovery of documents relating to land, houses, flats, bank accounts, investments, vehicles and jewellery.

The figures relate to allegations and preliminary findings during ongoing investigations and should not be treated as convictions or final findings of guilt.

1. Anand Kumar Vibhuti: EOU Finds Property and Investment Documents

On September 8, the EOU conducted searches at five locations linked to Anand Kumar Vibhuti, then Block Development Officer (BDO) of Bahadurpur in Darbhanga.

According to the agency’s preliminary investigation, Vibhuti was alleged to have acquired assets worth around Rs 1.71 crore beyond his known and lawful sources of income. The alleged excess was reported to be around 121 per cent of his known income.

During the searches, investigators reportedly found documents relating to 16 plots of land connected with the family. Information regarding mutual fund investments of around Rs 70 lakh also came to light.

The searches also covered bank accounts, vehicles, jewellery and property documents. A house in East Champaran reportedly valued at around Rs 70 lakh was also identified.

No specific amount of cash seizure was publicly reported in this case.

2. Satyendra Kumar Choudhary: Vigilance Searches Three Locations

On September 16, the Vigilance Investigation Bureau searched three locations in Patna and Purnia linked to Satyendra Kumar Choudhary, Superintending Engineer posted in the Building Construction Department’s Purnia division.

The preliminary investigation alleged disproportionate assets of around Rs 1.97 crore.

The searches covered a multi-storey house in Patna, land in Purnia and other locations, along with bank accounts, investments and documents relating to immovable properties.

Reports also mentioned facilities such as a lift and solar panels at the Patna property.

Vigilance examined property papers, bank records and investment-related documents during the searches. No specific cash or jewellery seizure amount was publicly reported in this case.

3. Kamlesh Kumar: Rs 4.70 Crore in Property Documents Examined

On September 22, the EOU conducted searches at four locations in Patna and Vaishali linked to Kamlesh Kumar, General Manager (Technical) of Bihar State Building Construction Corporation Limited.

According to the EOU, Kamlesh Kumar was alleged to have acquired around Rs 3.12 crore in assets beyond his known sources of income. The alleged disproportion was calculated at around 103.30 per cent of his known income.

Investigators reportedly recovered documents relating to 12 immovable properties with a combined value of around Rs 4.70 crore. The properties included land, houses and flats.

The EOU also froze around Rs 25.86 lakh held in 16 bank accounts linked to Kamlesh Kumar and close family members.

Documents relating to jewellery, luxury vehicles, investments and other financial transactions were also examined during the investigation.

4. Ravindra Kumar Diwakar and Kumari Sweety: Nearly Rs 80 Lakh Cash Found

On September 28, the Vigilance Bureau conducted simultaneous searches at four locations in Patna and Begusarai linked to Ravindra Kumar Diwakar, ADM (Supply), Patna, and his wife Kumari Sweety, District Sub-Registrar, Danapur.

According to the preliminary investigation, the couple’s known income and assets showed a difference of around Rs 1.06 crore.

The searches reportedly resulted in the recovery of around Rs 79-80 lakh in cash. Reports have cited slightly different figures for the cash recovered.

Investigators also reportedly found gold and silver jewellery worth around Rs 52.60 lakh and 48 expensive watches valued at approximately Rs 6 lakh.

Documents relating to seven immovable properties, with a reported documentary value of around Rs 2.92 crore, were also found.

The disproportionate-assets figure in this case relates to the couple jointly and should not be counted separately for each spouse.

5. Amit Kumar Gupta: Rs 3 Lakh Cash and Land Documents Recovered

On September 30, the EOU conducted searches at locations in Ara and Danapur linked to Amit Kumar Gupta, an Enforcement Sub-Inspector of the Transport Department associated with the Mohania checkpost in Kaimur.

According to the EOU, Gupta was alleged to have acquired around Rs 1.49 crore in assets beyond his known sources of income. The agency reportedly calculated the alleged disproportion at around 148 per cent of his known income.

During the search of his private residence in Avadhpuri, Bhojpur, investigators reportedly recovered Rs 3 lakh in cash.

An electric Tata Tiago was also found, along with documents relating to land purchases.

The EOU said documents relating to 11 plots purchased in Ara, Patna and Chhapra in the names of Amit Kumar Gupta and his family members were found during the searches. Investigators are examining the purchases and their sources of funding.

Documents relating to a G+3 house in Avadhpuri, a house under construction on around 5.1 decimals of land in Ara and a flat in Sai Vardan City, Patna, were also reportedly recovered.

EOU Conducted Three of the Five Raids

Of the five cases investigated during September, the EOU conducted raids in three cases involving Anand Kumar Vibhuti, Kamlesh Kumar and Amit Kumar Gupta.

The Vigilance Investigation Bureau conducted the other two investigations — one involving Satyendra Kumar Choudhary and another involving the couple Ravindra Kumar Diwakar and Kumari Sweety.

Together, the five cases involve six officials.

Based on the figures cited by the agencies in the five cases, the alleged disproportionate assets add up to approximately Rs 9.38 crore.

The figures are based on the preliminary amounts cited in the respective investigations and may change as the probes progress.

Who Had the Highest Cash Recovery?

The largest reported cash recovery among these September cases was from the premises linked to Ravindra Kumar Diwakar and Kumari Sweety, where around Rs 79-80 lakh was reportedly found.

The same investigation also uncovered jewellery valued at around Rs 52.60 lakh and 48 watches.

In Kamlesh Kumar’s case, investigators reportedly froze Rs 25.86 lakh across 16 bank accounts, while Rs 3 lakh in cash was reportedly recovered during the search linked to Amit Kumar Gupta.

The investigations remain ongoing, with agencies examining property records, financial transactions, investments and the sources of funds involved in each case.
