Patna : The Bihar Transport Department has ordered a statewide enforcement campaign against pressure horns and high-intensity multi-tuned horns that violate prescribed noise standards. The drive will cover private vehicles, school vehicles and municipal corporation vehicles, while shops selling prohibited horns will also face inspections and raids.
Transport Secretary Raj Kumar has issued instructions to the concerned officials to ensure compliance with the rules. According to the department, pressure horns and high-intensity multi-tuned horns that generate noise beyond permitted standards are prohibited, and vehicles found using them will face action under the Motor Vehicles Act.
The campaign aims to curb unnecessary noise pollution and improve road safety, particularly in areas around hospitals, schools and densely populated neighbourhoods.
Action Under The Motor Vehicles Act
The department has stated that the illegal use of pressure horns and high-intensity multi-tuned horns is punishable under Section 190(2) of the Motor Vehicles Act, 1988.
During inspections, officials will check vehicles for horns that violate the prescribed standards. Vehicle owners found breaking the rules will face action in accordance with the law.
The department has directed District Transport Officers across Bihar to conduct inspections in their respective jurisdictions and take action against violations. School vehicles will also be included in the special checks.
Municipal Corporation Vehicles Also Under Scrutiny
The enforcement drive will extend beyond private and commercial vehicles. The Transport Department has written to all municipal commissioners, directing them to ensure that pressure horns and other non-compliant horns are removed from municipal corporation vehicles.
The instruction brings municipal vehicles within the scope of the campaign, requiring civic bodies to ensure that their fleets comply with the applicable rules.
Shops Selling Prohibited Horns To Face Raids
The department has also ordered enforcement teams to inspect shops and establishments selling pressure horns and multi-tuned horns.
Officials have been instructed to conduct raids and seize such horns wherever they are found. Sellers may also face action under the applicable rules.
By targeting both the use and sale of prohibited horns, the department intends to address their availability as well as their use on roads. Officials have been asked to monitor enforcement and ensure that the campaign is implemented strictly.
Noise Pollution And Road Safety Concerns
The department has highlighted the problems caused by excessively loud horns, particularly around hospitals, schools and densely populated areas. Such noise can disturb residents and patients, while sudden or excessive honking may also distract other road users.
The Transport Department has appealed to vehicle owners and drivers to follow the rules and avoid using pressure horns and high-intensity multi-tuned horns.
The statewide campaign will rely on inspections by district transport officials and enforcement teams, alongside checks on school and municipal vehicles and action against retailers selling prohibited horns.
