Patna: The State Election Commission, Bihar has removed Vikas Kumar Tiwari, chairperson of the Bhabhua Nagar Parishad in Kaimur, for violating the two-child norm prescribed under the Bihar Municipal Act, 2007.
In its order, the commission held that Tiwari—also known as Bablu Tiwari—had more than two children after the cut-off date of April 4, 2008, making him ineligible to continue in office.
Petition And Allegations
The case was initiated through a petition filed by former chairperson Jainendra Kumar Arya, who alleged that Tiwari had concealed details about his children while filing nomination papers and had unlawfully assumed office.
Inquiry And Findings
Following the complaint, the commission conducted hearings, sought a report from the district administration and examined the evidence presented by both parties.
Officials said the findings confirmed that the provisions of the Bihar Municipal Act had been violated, leading to the decision to remove him from the post with immediate effect.
Directions To District Authorities
The commission has directed the district election officer, who also serves as the district magistrate, to implement the order and submit a compliance report within four weeks.
It has also asked the district administration to initiate further legal action in accordance with the law.

Under the Bihar Municipal Act, individuals having more than two children after the specified cut-off date are barred from holding elected positions in urban local bodies.
