The FIR has been lodged at Shahpur police station based on a complaint filed by Asha Devi, mother of the deceased Bharat Bhushan Tiwari, officials confirmed.
Complaint Based on Mother’s Statement
According to police sources, the FIR was registered after Asha Devi submitted a written complaint alleging that her son was killed during a police encounter despite surrendering.
The complaint names the Jagdishpur DSP, the then SHO of Shahpur police station, and other police personnel as accused.
Allegations of Surrender and Custodial Assault
In her statement, Asha Devi alleged that Bharat Bhushan Tiwari had surrendered during the incident but was still assaulted by police personnel.
She further claimed that he was pinned down and later shot, despite offering no resistance at the time of the encounter.
Claims Linked to Flood-Related Protests
The complaint also states that Bharat Bhushan had been actively raising concerns regarding flood-affected residents of the Jawaniya area and was engaged in highlighting their demands before the administration.
It is alleged that on June 17, a police team took him from his residence to the flood-affected area.
Facebook Live and Alleged Firing Incident
Asha Devi has further alleged that during a Facebook Live session at Jawaniya, Bharat Bhushan Tiwari placed down a weapon and surrendered.
Despite this, the complaint claims police personnel used force against him and later fired at him, with allegations of up to five bullets being discharged on the instructions of the Jagdishpur DSP.
Family’s Allegations of Detention and Delay in Information
The FIR also records allegations that the deceased’s father was taken to the police station and kept there for several hours on the day of the incident.
The family has claimed they were informed about Bharat Bhushan Tiwari’s death only in the evening.
