Bihar Education Department To End Long Postings: 10,000 Employees May Move, Transfers Every 5 Years Proposed

The department is preparing changes to cadre and transfer rules that could expand postings across Bihar and introduce need-based staff rationalisation.

Patna: The Bihar Education Department is preparing a new framework for the cadre and transfer-posting of employees in regional and district offices, with around 10,000 employees who have reportedly remained posted at one place for a long period potentially affected by the proposed changes.

According to departmental sources, the new system could provide for transfers every five years and expand the transfer jurisdiction of employees from district or divisional cadres to the state level.

If approved, employees covered by the revised rules could be posted to any district in Bihar, depending on administrative requirements.

Cadre Rules May Be Changed

At present, employees in different government departments are governed by state, divisional or district-level cadres.

The geographical limits of a cadre also determine the extent to which an employee can be transferred. A divisional cadre generally restricts an employee’s transfer to the concerned division, while a district cadre keeps the posting largely within the district.

The Education Department is now considering changes to this arrangement for employees working in its subordinate offices.

Under the proposed framework, the cadre of relevant employees could be expanded to the state level, allowing transfers between districts.

Five-Year Transfer Rule Proposed

Another major proposal is to introduce a fixed transfer cycle of five years.

Departmental sources said the provision is being considered to prevent employees from remaining at the same office or in the same area for extended periods.

If the proposal is approved, employees completing the prescribed period could be transferred to another location according to departmental requirements.

The exact provisions will depend on the final amendments to the applicable service rules.

10,000 Long-Posted Employees May Be Affected

The proposed changes are expected to particularly affect employees who have remained in the same office or geographical area for many years.

The figure of around 10,000 employees relates to staff identified in the context of long postings and the proposed restructuring of the transfer system.

The department’s objective is to ensure that employee deployment is not determined solely by the existing cadre boundaries but also by workload, vacancies and administrative requirements.

Staff Rationalisation On The Cards

The proposed transfer policy also includes employee rationalisation.

Under this system, offices with more employees than their assessed requirement could send staff to offices where the workload is higher and employee strength is lower.

The department would first assess the number of employees required at different offices and then consider transfers accordingly.

This would create a need-based deployment system instead of keeping employees concentrated in particular districts or divisions.

Why Employees Remain In One Area For Years

The existing cadre structure is one of the reasons employees can remain within the same geographical area for long periods.

For example, an employee belonging to a divisional cadre can generally be transferred between offices within that division. Moving the employee outside the division may require provisions that are not available under the existing cadre rules.

Similarly, a district-based cadre limits the employee’s normal transfer area to the concerned district.

The proposed statewide cadre structure would therefore significantly widen the potential transfer area for employees covered by the revised rules.

Regional And District Offices In Focus

The changes are primarily being considered for employees working in the Education Department’s regional and district-level offices.

Clerical employees in subordinate offices have historically been governed by different cadre arrangements. In some cases, the clerical cadre has been organised at the divisional level, with service-related matters governed by the applicable rules.

The department is now examining whether such restrictions should be modified to allow greater flexibility in staff deployment.

Similar Approach Being Used For Teacher Rationalisation

The proposed employee rationalisation follows the broader approach of matching staff strength with actual requirements.

The Education Department has already been working on teacher rationalisation, under which teachers are being considered for deployment to schools and districts according to student strength and staffing requirements.

A similar principle could be applied to employees in departmental offices, with staff potentially moved from areas with surplus personnel to locations facing shortages.

Focus On Transfer Transparency

The department has also been working on a more structured transfer process for teachers.

A new teacher transfer system introduced in 2026 provides for online applications and a defined procedure for transfers. The department has emphasised transparency and stated that transfers should be processed through the prescribed online mechanism.

The proposed employee transfer framework is also expected to bring greater uniformity to postings and reduce dependence on the existing limited cadre structure.

What The New System Could Change

If the proposed amendments are approved, employees covered by the new rules could see several changes:

  • Cadre jurisdiction could expand to the state level.
  • Employees could be transferred between districts according to departmental requirements.
  • A five-year transfer cycle could be introduced.
  • Long-posted employees could be considered for transfer.
  • Staff could be rationalised between overstaffed and understaffed offices.
  • Employee deployment could be linked more closely to workload and vacancies.

The proposal is still under consideration. The final number of employees affected, transfer period and cadre structure will depend on the amendments approved by the competent authorities.
