Patna: Education Minister Sunil Kumar announced in the Bihar Assembly that the government will not implement a domicile policy in teacher recruitment. This decision comes as significant news for candidates preparing for Bihar teacher recruitment, as there were speculations regarding the introduction of such a policy. The minister clarified that the government has no plans to enforce domicile requirements at present. He also stated that despite the participation of candidates from other states, around 80 percent of the selected candidates are from Bihar, while 20 to 22 percent are from outside the state.
The statement was made in response to a starred question raised by Rashtriya Janata Dal (RJD) MLA Bhai Birendra, who criticized the recruitment process for disabled teachers. The MLA highlighted that 121 disabled teachers from other states were appointed, whereas only 44 candidates from Bihar were hired. He argued that this imbalance violated the government’s policy of prioritizing local candidates and demanded the implementation of the domicile policy.
Bhai Birendra further accused the government of failing to prioritize the state’s disabled candidates. He also pointed out similar issues in the Bihar Public Service Commission (BPSC) teacher recruitment, claiming that candidates from other states were securing jobs while local youth remained unemployed.
In response, Minister Sunil Kumar denied any policy violations, asserting that the recruitment was conducted in accordance with the existing rules. He acknowledged the higher number of external candidates in the disabled teacher recruitment but assured that the Education Department had sent a requisition to BPSC for the recruitment of over 7,000 disabled teachers. The commission is expected to issue the notification soon.
