Patna: Bihar government has introduced a new Standard Operating Procedure (SOP) to expedite subsidy payments for electric vehicle (EV) buyers under the Chief Minister’s Environment-Friendly Transport Employment Scheme. The Transport Department has directed officials to complete application verification, approval and subsidy disbursal within a maximum of eight working days.
The revised procedure aims to make the subsidy process faster, more transparent and accountable. The scheme will remain in force until March 31, 2027.
Eight-Day Timeline for Subsidy Processing
Under the SOP, the Motor Vehicle Inspector (MVI) must verify the application and supporting documents within five working days of submission.
After verification, the District Transport Officer (DTO) must approve the application within three working days, ensuring that the complete process is concluded within eight working days.
Eligibility Criteria
The subsidy is available only for purchasers of Pure Electric Vehicles (PEVs). Hybrid vehicles are not eligible under the scheme.
To qualify, the vehicle must have been purchased and registered on or after May 15, 2026. The scheme will continue until March 31, 2027.
Application Through Google Form
Applicants will be required to submit their requests through a Google Form. Applications will be reflected in district-wise Google Sheets, where they will be examined by the MVI and DTO.
If an application is rejected, officials must record the reason and inform the applicant through e-mail.
First-Come, First-Served Subsidy
The Transport Department has stated that subsidies will be released on a first-come, first-served basis. Incentives will be sanctioned according to the order in which eligible applications are received.
The department has warned that the concerned DTO will be held accountable if the sequence is altered without a valid reason.
Officials to Be Accountable
After subsidy disbursal, officials must update the payment date, UTR number and subsidy amount in the designated Google Sheet.
The Transport Department has also clarified that officials will be personally responsible for any incorrect verification, negligence or erroneous subsidy payments. This interim system will remain in place until a dedicated software platform developed by the National Informatics Centre (NIC) becomes operational.
