Patna: A new policy governing inter-university transfers of faculty members in Bihar is set to be introduced, bringing professors, associate professors and assistant professors under a unified framework across 13 state universities.
The move follows directions from the Governor and Chancellor, Syed Ata Hasnain, with the Governor’s Secretariat constituting a four-member committee to draft recommendations.
The panel will be chaired by Pramendra Kumar Vajpayee, vice-chancellor of Jai Prakash University. Other members include N. K. Agarwal, while Abu Bakar will serve as member secretary. Girish Kumar Chaudhary has been named as an invited member.
According to a notification issued by the Governor’s secretary, Gopal Meena, the policy will mandate strict adherence to reservation rosters during faculty transfers, aiming to prevent irregularities in appointments across institutions.
Officials said the university branch at Bihar Lok Bhawan has already examined key aspects of the proposed system and has asked the committee to submit its recommendations within a month. A final decision will be taken by the chancellor after reviewing the report.
However, four universities — Patna University, Aryabhatta Knowledge University, Bihar Animal Sciences University and Bihar Agricultural University — will remain outside the policy’s scope, as they operate under separate statutes enacted by the state legislature.
The overhaul is expected to address longstanding inconsistencies in faculty transfers and streamline administrative processes across the state’s higher education system.
