Patna: The food safety system in Bihar is facing a resource crunch across seven districts, with shortages of manpower, vehicles, office space and other facilities raising questions over the capacity of the enforcement mechanism.

The department responsible for preventing food adulteration, checking food quality and taking action against violations is operating with limited resources in the region. The situation is particularly notable in Patna, where food safety-related work is reportedly being managed from an office of around 150 square feet.

At the same time, a single designated food safety officer is currently responsible for monitoring food safety activities across seven districts.

One Officer Responsible for Seven Districts

The food safety officer posted in Patna is handling responsibilities not only in the capital but also in Nalanda, Bhojpur, Buxar, Arwal, Rohtas and Kaimur.

The responsibilities include surprise inspections, collection of food samples, follow-up of laboratory testing, maintenance of records, enforcement proceedings and cases that reach the courts.

With seven districts falling under one officer’s jurisdiction, regular monitoring of restaurants, hotels, sweet shops, dairy establishments, markets and street-food outlets can pose a significant operational challenge.

Shortage of Vehicles and Field Staff

The department is also facing a shortage of dedicated vehicles and adequate field personnel.

Food safety officials need to travel across districts for inspections and sample collection. Limited access to vehicles and manpower can make frequent visits to distant locations more difficult, particularly when officials are required to cover multiple districts.

The challenge becomes more significant as the food business sector continues to expand, with increasing numbers of restaurants, cafes, sweet shops, dairy outlets and street-food businesses operating in and around major urban centres.

Storage of Food Samples Also Requires Facilities

Food safety enforcement does not end with collecting a sample from a food establishment.

Samples collected during inspections have to be handled and preserved according to prescribed procedures before they are sent for testing and further action. This requires appropriate storage and other supporting facilities.

The reported shortage of office and storage space therefore adds another operational challenge for the department, particularly when records, samples and other official material have to be maintained systematically.

Growing Food Market Adds to Monitoring Pressure

Patna’s food market includes everything from roadside vendors and small eateries to large restaurants, cafes, sweet shops and packaged-food businesses.

Monitoring the quality of products such as milk and dairy items, sweets, edible oils, spices and packaged foods requires regular inspections and sampling.

The workload can increase further during festive periods when demand for sweets, milk products, khoya and other food items rises and complaints related to adulteration may also increase.

Department Says Action Continues Despite Shortages

Despite the resource constraints, the department maintains that its enforcement activities have not been disrupted.

Designated Food Safety Officer Sudama Chaudhary said that additional manpower, vehicles, office facilities and storage infrastructure are required for effective food safety operations, particularly in a large city such as Patna.

He said the department is continuing with regular inspections, sampling and enforcement action with the resources currently available.

The department’s position is that the shortage of resources has not prevented it from carrying out its routine food safety responsibilities.

Need for Stronger Food Safety Infrastructure

The resource constraints highlight the operational pressure on a food safety system responsible for monitoring a large and diverse food market across seven districts.

While the department says inspections and enforcement action are continuing, effective monitoring also depends on adequate numbers of officers, field personnel, vehicles, office space and facilities for the safe storage and handling of samples.

As the food business sector expands, strengthening these resources could become increasingly important for maintaining regular inspections and ensuring compliance with food safety standards across the region.
