Patna: Two major citizen-focused registration services in Bihar, including doorstep document registration for elderly residents and a faster land information system, have been delayed due to technical reasons, officials said.
The initiatives, announced by the Department of Prohibition, Excise, and Registration, were scheduled to be rolled out from April 1 with the start of the 2026–27 financial year.
Under the proposed system, citizens aged 80 years and above were to be provided with a home-based registration facility, allowing them to complete documentation without visiting registration offices. A fee of Rs 400 had been fixed for the service.
As per the plan, applicants would submit requests through the e-Registration portal, following which a registration officer would visit their residence to complete the process.
To operationalise the scheme, the department is working on setting up Mobile Registration Units (MRUs), each equipped with a vehicle, support staff, a laptop, biometric fingerprint scanner and internet connectivity. Officials said work on these units is ongoing, leading to the delay in implementation.
A second initiative aimed at improving access to land-related information has also been postponed. The system was designed to provide updated ownership and registration details within 10 days of application.
Under this service, applicants would be required to log in to the e-Registration portal and submit 13 categories of information related to the property. The concerned Circle Officer would then verify and provide the details within the stipulated timeframe, with updates available on the user’s dashboard and via SMS.
The department had earlier issued instructions to district magistrates and registration officials to prepare for the rollout. However, both services are now expected to be introduced only after the necessary technical infrastructure is in place.
Officials said the initiatives remain a priority and are intended to improve accessibility, transparency and efficiency in property registration processes across the state.
