Patna: The Bihar government on Sunday carried out another round of administrative reshuffling, transferring 14 Indian Administrative Service (IAS) officers and assigning them new responsibilities across departments and state-run agencies.
The General Administration Department issued a notification directing all officers concerned to assume their new postings with immediate effect.
The latest exercise comes just days after the state government transferred 21 IAS officers, including district magistrates of 11 districts, in one of the biggest bureaucratic overhauls of the year.
Former District Magistrates Given New Roles
Several former district magistrates have been assigned senior positions in government departments and public sector undertakings.
Naval Kishore Chaudhary, former District Magistrate of Bhagalpur, has been appointed Managing Director of the Bihar State Power Transmission Company Limited (BSPTCL). He will also hold the additional charge of Special Secretary in the Urban Development and Housing Department.
Navdeep Shukla, former District Magistrate of Banka, has been posted as Special Secretary in the Department of Youth, Employment and Skill Development. He will additionally serve as Additional Chief Executive Officer of the Bihar Skill Development Mission.
Pawan Kumar Sinha, who earlier served as District Magistrate of Gopalganj, has been appointed Special Secretary in the Higher Education Department.
Vishal Raj, former District Magistrate of Kishanganj, has been named Managing Director of the Bihar State Power Generation Company Limited.
Additional Charges Across Key Departments
Animesh Kumar Parashar, Managing Director of the Bihar Urban Infrastructure Development Corporation (BUIDCo), has been entrusted with the additional charge of Secretary in the Urban Development and Housing Department.
Nilesh Ramchandra Deore, currently serving as Special Secretary in the Civil Aviation Department, has been assigned additional responsibilities as Special Secretary in the Urban Development and Housing Department.
Prashant Kumar CH, Additional Chief Electoral Officer, has been given the additional charge of Project Director of the Bihar Education Project Council.
Ananya Singh, Deputy Development Commissioner of Aurangabad, has been appointed Additional Chief Executive Officer of Jeevika and will also hold the additional charge of MGNREGA Commissioner.
Changes In Infrastructure And Public Sector Bodies
Shirshat Kapil Ashok, Managing Director of the Bihar State Road Development Corporation, has been transferred and appointed Managing Director of COMPFED, which operates the Sudha Dairy brand.
He will continue to hold his existing additional responsibilities relating to the Disaster Management Department, the Fruit and Vegetable Development Corporation, and the Dairy, Fisheries and Animal Resources Department.
Saurabh Jorwal, Managing Director of South Bihar Power Distribution Company Limited, has been assigned the additional charge of the Bihar State Road Development Corporation.
Meanwhile, Rahul Kumar has been relieved of the additional charge of Managing Director of BSPTCL.

Secretariat And Departmental Transfers
Several municipal commissioners and deputy development commissioners have also been moved to new assignments.
Abhishek Palasia, Municipal Commissioner of Gaya Municipal Corporation, has been appointed Joint Secretary in the Road Construction Department.
Kumar Nishant Vivek, Municipal Commissioner of Biharsharif Municipal Corporation, has been posted as Director of Primary Education.
Pradeep Singh, Deputy Development Commissioner of Bhagalpur, has been appointed Joint Secretary in the Tourism Department.
Shreshth Anupam, Deputy Development Commissioner of Muzaffarpur, has been posted as Joint Secretary in the Finance Department.
Sparsh Gupta, Managing Director of the Bihar State Seed Corporation, has been appointed Additional Executive Director of the State Health Society.
Mukesh Lal, currently Special Secretary in the Finance Department, has been transferred as Director in the Agriculture Department.
Purnia Municipal Commissioner Swapped With Board Of Revenue Secretary
Among the notable changes, the Secretary of the Board of Revenue has been appointed Municipal Commissioner of Purnia Municipal Corporation.
In a reciprocal transfer, Kumar Mangalam, the Municipal Commissioner of Purnia, has been posted as Secretary of the Board of Revenue.
The reshuffle also saw municipal commissioners from Purnia, Gaya and Biharsharif moved to new assignments within the Secretariat and other state departments.
Second Major Reshuffle In A Week
The latest transfers follow the government’s larger reshuffle announced on 18 June, when 21 IAS officers were transferred and district magistrates in 11 districts, including Patna, were replaced.
One of the most notable decisions in that exercise was the transfer of Anand Kishore, who had served as Chairman of the Bihar School Examination Board since 2016. After nearly a decade in the role, he was relieved of the additional responsibility and now continues solely as Additional Chief Secretary of the Department of Environment, Forest and Climate Change.
The back-to-back reshuffles are being viewed as part of a broader administrative reorganisation ahead of an important political and governance cycle in the state.
