Bihar Government to Train MLAs, MLCs in AI and Digital Technology; CM Launches Project Monitoring Portal

Samrat Chaudhary says AI can improve governance, cut project costs and strengthen transparency; calls for regular digital training for public representatives.

Patna: Chief Minister Samrat Chaudhary on Wednesday called for greater adoption of artificial intelligence (AI) and digital technology by Bihar’s elected representatives, saying technological tools can improve governance, enhance transparency and accelerate development.

Speaking at an orientation programme for members of the Bihar Legislature on AI sensitisation and the implementation of the Mukhyamantri Kshetra Vikas Yojana, the Chief Minister also launched the Project Monitoring System (PMS) web portal for the scheme.

The programme was held at the extended building of the Bihar Legislative Assembly.

AI can improve governance and reduce project costs

Addressing ministers, MLAs and MLCs, Chaudhary said AI and digital technology have become indispensable in governance and public administration.

He urged legislators to use AI for better communication with citizens and more effective monitoring of development works in their constituencies.

The Chief Minister said AI-based analysis of estimates prepared by the Building Construction Department had helped reduce project costs by 5–7%, allowing savings to be redirected towards additional development projects.

“In today’s digital era, those who fail to adopt AI risk falling behind in the race for development,” he said.

 

AI already being used in key government programmes

The Chief Minister highlighted several government initiatives where AI and digital technologies are already being deployed.

According to him:

  • AI is being used in the implementation of the Sahyog programme.
  • Technology is assisting the process of issuing ration cards to one crore eligible beneficiaries.
  • A digital farmer survey is underway, with a target of linking 60 lakh farmers to digital IDs.
  • Weather stations have been installed across all panchayats, with forecasts achieving 70–80% accuracy, benefiting agriculture and rural planning.

He said technology-based monitoring systems should play a greater role in ensuring effective implementation of government schemes.

AI university coming up in Muzaffarpur

Chaudhary said Bihar is strengthening digital education and announced that a university dedicated to Artificial Intelligence and Computer Science is being established in Muzaffarpur.

He also stressed the need for periodic training programmes on AI, computers and social media for legislators and their staff so they remain updated with evolving technologies and can serve citizens more efficiently.

Calling Bihar the “Mother of Democracy”, the Chief Minister said democratic institutions can become stronger through the responsible use of modern technology.

Bihar Legislative Assembly Speaker Dr Prem Kumar welcomed the Chief Minister during the event.

The programme was attended by Deputy Chief Minister Bijendra Prasad Yadav, Legislative Council Chairman Awadhesh Narayan Singh, Deputy Speaker Narendra Narayan Yadav, senior ministers, MLAs, MLCs, Additional Chief Secretary of the Planning and Development Department Dr N. Vijayalakshmi, Chief Minister’s Secretary Sanjay Kumar Singh, and other senior officials.
