Bihar Seeks Rs 1,050 Crore Boost For Two Mega Industrial Parks In Muzaffarpur And Darbhanga

The state has proposed two plug-and-play industrial parks under the Centre's BHAVYA scheme, aiming to attract investment and create around 12,000 jobs.

Patna: The Bihar government has proposed the development of two new industrial parks in Muzaffarpur and Darbhanga under the Centre’s Bharat Audyogik Vikas Yojana (BHAVYA), a move that could bring around Rs 1,050 crore in Central assistance if approved.

The proposal has been submitted to the Union government as part of the national programme to strengthen India’s manufacturing sector and develop industrial infrastructure.

1,050 Acres Identified

According to the proposal, the state has identified 700 acres of land in Paru, Muzaffarpur, and 350 acres in Bahadurpur, Darbhanga, taking the total project area to 1,050 acres.

Industries Secretary Kundan Kumar said the proposal has been forwarded to the Centre and that modern industrial parks will be developed in both districts if approval is granted.

Around 12,000 Jobs Expected

The state government estimates that the two parks could generate around 12,000 direct and indirect employment opportunities once industries become operational.

Officials say the projects are expected to boost industrial activity in north Bihar while creating new employment opportunities for local youth.

Plug-And-Play Model

Both industrial parks are proposed under the plug-and-play model, under which basic infrastructure will be created before industries move in.

The parks will provide ready access to roads, electricity, water supply, drainage and other essential services, allowing investors to begin production soon after installing machinery.

Bihar has previously adopted the model at the Chanpatia Industrial Area in West Champaran, which drew attention during the Covid-19 pandemic.

Modern Infrastructure Planned

According to the proposal, the industrial parks will be developed with infrastructure across three broad categories.

Core infrastructure will include:

  • Internal roads
  • Electricity and water supply
  • Drainage systems
  • Underground utility corridors

Value-added infrastructure will include:

  • Ready-to-use factory sheds
  • Warehouses
  • Testing laboratories

Social infrastructure will include:

  • Worker housing
  • Other public amenities required to support industrial activity

Part Of National Manufacturing Push

The BHAVYA scheme aims to promote manufacturing and position India as a global manufacturing hub.

The programme will run from 2026-27 to 2031-32 with a Central outlay of Rs 33,660 crore.

Under the scheme, 100 industrial parks are proposed nationwide. In the first phase, 50 parks will be taken up, with initial approval expected for only 20 projects, making the selection process highly competitive.

The scheme is being implemented by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry, in partnership with the National Industrial Corridor Development Corporation (NICDC), state governments and the private sector.

Officials said Bihar is now awaiting the Centre’s decision, which they believe could provide a significant boost to industrial investment and employment generation in the state.
