Patna: Bihar has introduced new rules for workers employed in factories, establishments and shops, making appointment letters mandatory and requiring employers to arrange free annual health check-ups for their employees.
The provisions have been introduced under the Bihar Occupational Safety, Health and Working Conditions Rules, 2026, which also cover working hours, rest periods, workplace safety and other facilities.
Teams from the Labour Resources and Migrant Workers Welfare Department will inspect factories, establishments and shops to monitor compliance with the new provisions.
Appointment Letters for Eligible Workplaces
According to the new guidelines under the labour code, the provision requiring appointment letters will apply to factories, establishments and shops employing at least 10 workers.
Domestic and agricultural workers will remain outside the scope of this provision.
The rules also provide for women employees to work across different types of establishments with their consent, subject to the prescribed conditions.
Annual Health Check-ups Made Mandatory
Employers will be required to arrange free annual health check-ups for workers at their own expense.
The new rules also set out provisions relating to working hours, rest periods, safety and other workplace facilities.
A senior department official said a database of factories, establishments and shops would also be prepared as part of the implementation process.
Safety Measures for Women Working Night Shifts
The rules make safety arrangements mandatory for women workers employed during night shifts.
Women will be allowed to work night shifts provided the required safety measures are in place.
The new framework also allows employers to use a single registration system instead of obtaining separate registrations.
Additional Provisions for Construction Workers
Separate provisions have also been introduced for the safety, health and welfare of building and other construction workers.
Employers will be required to assess potential risks at workplaces, while the department will monitor compliance with the prescribed safety measures.
The new rules are intended to bring workplace safety, health and employment-related procedures under a clearer regulatory framework across eligible establishments in Bihar.
