8,053 to 13,000: Bihar Panchayat Map May Change Before Elections; Mukhiya-Sarpanch Posts to Rise

A proposed delimitation exercise could increase Bihar’s Gram Panchayats from 8,053 to around 13,000, potentially altering electoral boundaries and reservation categories.

Patna: Bihar is expected to undertake a fresh delimitation of Panchayats before the next Panchayat elections, a process that could significantly alter the state’s rural electoral map.

The number of Gram Panchayats, currently around 8,053, could rise to approximately 13,000 after delimitation, according to available information. The exercise is also expected to affect the number of Mukhiya and Sarpanch posts, as well as the reservation roster.

Mukhiya Posts Could Increase

Each Gram Panchayat currently has one Mukhiya. Therefore, any substantial increase in the number of Panchayats would result in a corresponding rise in Mukhiya posts.

If the number of Gram Panchayats reaches around 13,000, Bihar could have nearly 5,000 more Panchayats than at present. This would potentially increase the number of Mukhiya positions by around 60 per cent.

The creation of new Panchayats could also lead to more candidates entering the electoral contest, particularly in areas where large Panchayats are divided into smaller administrative units.

Sarpanch And Gram Kachhari Posts May Also Rise

The proposed changes would not be limited to Mukhiya posts. A rise in the number of Gram Panchayats would also increase the number of Sarpanch and Gram Kachhari-related positions.

Some existing Panchayats could be divided based on population and administrative requirements, while villages could be reorganised into new Panchayat units.

As a result, candidates and existing representatives may need to reassess the Panchayat and ward in which their villages fall once the new boundaries are notified.

Delimitation To Use 2011 Census Data

The proposed delimitation is expected to use 2011 Census population data as the basis for determining Panchayat and ward boundaries.

Under the proposed framework, one Gram Panchayat could be constituted for a population of around 7,000, while a ward could have a population of approximately 500.

However, the final number of Panchayats, wards and their boundaries will depend on the official delimitation exercise and subsequent approvals.

Reservation Roster Could Change

The delimitation process is also likely to have implications for reservation.

With Panchayat and ward boundaries changing, reservation categories attached to existing posts may not necessarily remain the same in the next election. A fresh reservation roster is therefore expected after the new administrative structure is finalised.

This could affect candidates who have already been preparing to contest from particular Panchayats or wards.

Election Dates Remain Unclear

The schedule for the next Bihar Panchayat elections is yet to be finalised.

The election timetable is expected to be determined after the delimitation process and other related procedures are completed. Until the new boundaries and reservation arrangements are notified, the exact number of seats and their categories will remain uncertain.

What The Delimitation Could Mean

If the number of Gram Panchayats increases from 8,053 to around 13,000, Bihar’s rural political structure could undergo a substantial change.

The final delimitation will determine which villages are grouped together, which existing Panchayats are divided and how many new Mukhiya, Sarpanch and other Panchayat-level posts are created.

The reservation list will then provide greater clarity for prospective candidates. Until both processes are completed, the exact electoral map and the timing of the next Panchayat elections will remain uncertain.
