Patna: Bihar has witnessed a sharp rise in paperless document registrations, with the number of digitally registered documents increasing nearly six-fold in just one month.
According to the Registration Department, around 42,000 documents were registered through the paperless system in September, compared with approximately 6,800 in August.
The paperless registration facility was launched in July 2026, when around 1,200 documents were registered through the system.
Over 55,000 Documents Registered Since July
The growing adoption of the digital registration system has taken the total number of paperless registrations to 55,495 since July.
At present, around 2,500 documents are being registered through the paperless system every day, and the number is continuing to increase.
The surge indicates growing adoption of the digital registration process among citizens.
September Sees Major Jump in Digital Registrations
Of the around 42,000 paperless documents registered in September, approximately 12,000 were registered during the first 15 days of the month.
The department generated more than Rs 126 crore in revenue during this period.
Between September 16 and 30, more than 29,000 documents were registered through the paperless system, generating revenue of over Rs 271 crore.
The sharp increase in registrations during the second half of September further highlights the growing use of the digital system.
E-Registration Brings Multiple Services Onto One Platform
The paperless registration process is based on the state’s e-registration software, which brings several services together on a single platform.
The system provides facilities for document preparation, automatic fee calculation, e-challan, e-stamp and Aadhaar-based e-signing.
By bringing these processes together digitally, the system is intended to reduce paperwork, save time and lower the cost and effort involved in registration.
Citizens Can Complete Registration From Home
The digital system allows people to complete the registration process from home or access the service through a nearby Vasudha Centre.
The paperless process is also intended to reduce the need for repeated visits to registration offices.
The elimination of intermediaries or middlemen is expected to provide additional convenience to citizens while making the registration process more transparent.
E-Vaulting Facility to Be Launched Soon
The Registration Department is also preparing to introduce an e-vaulting facility for digitally registered documents.
The system is particularly relevant to cases where people take loans from banks through the Deposit of Title Deeds mechanism and original property documents are kept in bank custody.
Under the paperless system, the proposed e-vaulting facility will digitise this process while providing mechanisms for document security and verification.
Banks Participate in E-Vaulting System Demonstration
A meeting on the proposed e-vaulting system was held on Monday under the chairmanship of the Inspector General of Registration, with representatives from various banks participating.
A live demonstration of the e-vaulting system was presented during the meeting.
Bank representatives and other participants suggested certain improvements to the software following the demonstration.
E-Vaulting Targeted for October 9
The Registration Department has directed that the e-vaulting system be made operational at the earliest after incorporating the suggested improvements.
The department has set October 9, 2026, as the deadline for incorporating the required changes and making the system operational.
The move is expected to further expand Bihar’s digital registration ecosystem and provide a more secure mechanism for handling and verifying registered property documents.
Bihar Pushes Digital Transformation of Registration Services
The rapid increase in paperless registrations since July reflects the state’s broader effort to modernise registration services.
With thousands of documents now being registered digitally every day and the e-vaulting facility nearing launch, the Registration Department is moving towards a system designed to reduce paperwork, improve transparency and make registration services more accessible to citizens.
