Patna: Bihar government will make the registration of land, plots and flats completely paperless across all 141 registration offices from August 17, the Prohibition, Excise and Registration Department has said.
Under the new system, the entire registration process — from preparation of deeds and payment of stamp duty to biometric verification and digital signatures — will be completed online. Once registration is completed, applicants will receive a digital copy of the registered deed through WhatsApp or email.
The move is intended to make property registration faster, more transparent and more secure while reducing dependence on physical documents.
All 141 Offices To Come Under Digital System
Paperless registration was initially introduced in 10 registration offices on July 11. A further 40 offices were brought under the system during the second phase on July 30.
The remaining registration offices are scheduled to adopt the system from August 17, completing the statewide rollout.
Naveen Kumar, secretary of the Prohibition, Excise and Registration Department, issued instructions to officials during a review meeting held through video conference on Tuesday.
He said the paperless system would improve transparency, strengthen document security and reduce the time required for registration.
Doorstep Registration For Citizens Aged 75 And Above
The department has also directed officials to provide doorstep registration facilities for citizens aged 75 years and above for land, plot and flat transactions.
District magistrates will be asked to accelerate implementation in districts where progress remains below expectations. Officials may also be asked to explain delays or negligence in implementing the system.
Licensed service providers have been assigned to assist citizens with paperless registration and help monitor the process. The department has also directed officials to arrange adequate seating facilities for them.
Their remuneration will be linked to the value of the document:
- Up to Rs 1 lakh: Rs 1,000
- Up to Rs 5 lakh: Rs 2,500
- Above Rs 5 lakh: Rs 5,000
GIS To Make Site Inspections More Systematic
The department plans to use GIS technology for site inspections during the registration process.
All district registration offices have been directed to take the necessary steps to introduce the technology, with the aim of making inspections more systematic and transparent.
A Public Grievance Module will also be introduced to handle complaints digitally. Citizens will be able to submit grievances online, while investigation, action taken and final disposal will be recorded through the digital system.
More Inspections To Curb Revenue Evasion
The department is also tightening oversight to improve revenue collection and prevent evasion.
All Assistant Inspectors General (AIGs) have been instructed to conduct site inspections of 10 registration offices every week and submit their reports to the department headquarters. The offices to be inspected will be selected at headquarters level.
A separate team constituted at the headquarters will also visit registration offices to examine operational systems and monitor revenue collection.
The department said the combined measures are aimed at making property registration, revenue collection and grievance redressal more transparent, secure and accountable across Bihar.
