Patna: Students who have graduated from 17 Bihar universities will soon be able to access pending degrees, marksheets and other academic certificates through DigiLocker without making repeated visits to university offices.
Acting on the instructions of Governor and Chancellor Syed Ata Hasnain, Additional Chief Secretary Deepak Kumar Singh has directed all Vice-Chancellors to ensure that pending academic records are uploaded to DigiLocker by September 30.
Universities Asked To Complete Uploads By September 30
The progress of uploading academic certificates to DigiLocker was reviewed through a video conference at Bihar Lok Bhawan on Friday.
During the meeting, officials directed all universities to complete the digitisation and uploading of records on a priority basis.
Universities have also been asked to ensure the uploading of academic records to the National Academic Depository (NAD) and Academic Bank of Credits (ABC) portals by the end of September.
The digital records are intended to make certificates more accessible for students seeking employment, higher education and other services where academic documents are required.
Progress To Be Reviewed Every 15 Days
Officials reviewed the university-wise progress of academic record uploads during the meeting.
The work will now be reviewed every 15 days to monitor progress and address delays. The academic records of the Bihar School Examination Board will be reviewed separately on a weekly basis.
Older Paper Records To Be Digitised
The meeting also discussed the digitisation of older academic records maintained in paper and handwritten formats.
According to the national coordinator for NAD and ABC, the portal will be reopened from September 1 to October 31 to facilitate the digitisation and uploading of pending records.
The Higher Education Department will provide universities with personnel to help convert older handwritten and paper-based records into digital formats.
Five Universities To Finalise Common Format
A common format will be developed to ensure uniformity in uploading older mark-based records.
Patliputra University, Magadh University, BRA Bihar University, Veer Kunwar Singh University and Lalit Narayan Mithila University will jointly finalise the format.
Once approved, the format will be implemented across other concerned universities in Bihar to standardise the digitisation of older academic records.
IT Managers To Support Digitisation
Each university will be provided with an IT manager to support the digitisation and uploading process.
The managers will assist universities with technical issues, record uploads and monitoring of the digitisation work.
Officials from Bihar Lok Bhawan, Controllers of Examination and NAD coordinators from the universities, along with representatives of the Higher Education Department, attended the meeting.
