Patna: Teacher transfers in Bihar’s universities and constituent colleges will now take place only once a year, following fresh guidelines issued by the Governor Secretariat.
Under the new policy, all transfer-related processes will be completed during June, primarily to avoid disruptions to teaching, examinations and administrative activities during the academic session.
The Governor Secretariat said the move is aimed at ensuring academic continuity, improving transparency in transfer decisions and reducing administrative complications.
Transfers Restricted to June
In a directive issued to vice-chancellors of universities across Bihar, Deepak Kumar Singh, Additional Chief Secretary to the Governor, said frequent transfers during an ongoing academic session adversely affect teaching activities and create operational difficulties.
The communication noted that repeated transfers often lead to disputes and legal challenges, impacting the smooth functioning of educational institutions.
The new framework seeks to bring uniformity and transparency to the transfer process while safeguarding the interests of students and academic institutions.
Criteria for Transfer Decisions
According to the guidelines, transfer decisions will be based on institutional requirements and academic needs.
Universities have been asked to consider factors such as sanctioned vacancies, subject-wise distribution of teachers, reservation roster requirements and student enrolment before making transfer recommendations.
The Governor Secretariat has directed universities to ensure that the process remains fair, impartial and free from personal influence or external pressure.
Exceptions Only in Special Circumstances
The guidelines make it clear that transfers outside the June window will be permitted only under exceptional circumstances.
Such cases may include unavoidable administrative requirements, emergency situations or humanitarian grounds. However, universities will be required to obtain prior approval from the Chancellor’s Secretariat before proceeding with any transfer outside the designated period.
Promotion and Transfer Complaints Top Sahyog Portal Records
The development comes as the education sector continues to witness a significant number of service-related grievances.
Data from the Sahyog Portal, which handles complaints related to the Education Department, shows that issues concerning teacher promotions and transfers account for the highest number of complaints.
According to departmental figures, 435 teachers have submitted grievances related to promotions, while more than 100 complaints have been registered regarding student scholarships.
Teachers have also raised concerns over delays in promotions, transfer-related issues and other service matters. Several complainants had expressed dissatisfaction with departmental procedures and sought administrative intervention.
Most Complaints Found Consistent With Existing Rules
Education department officials said a review of complaints related to promotions and transfers revealed that, in most cases, actions had already been taken in accordance with established departmental rules and procedures.
Following verification, many promotion-related complaints were closed as the concerned authorities found no procedural irregularities.
The department said all pending grievances registered on the portal have now been addressed.
