Fine of Rs 80 Crore Imposed on 1.5 Lakh Vehicles in Bihar for Violating Fitness, Insurance, and Pollution Norms

The state has imposed a fine of Rs 80 crore on 1.5 lakh vehicles found with expired fitness, insurance, or pollution certificates, as part of an effort to enhance road safety and promote pollution-free transport.

Patna: A hefty fine amounting to approximately Rs 80 crore has been levied on over 1.5 lakh vehicles found to be operating with expired fitness, insurance, or pollution control certificates. The penalty was issued for vehicles passing through toll plazas across the state from August 7, 2024, to April 7, 2025, as part of an initiative to promote road safety and pollution-free transport.

According to Transport Secretary Sanjay Kumar Agarwal, the fines were issued through an automated e-challan system implemented at 31 toll plazas. This system aims to enforce stringent adherence to vehicle regulations, with the broader goal of enhancing road safety and reducing pollution. The e-detection mechanism has proven effective in identifying non-compliant vehicles, ensuring that action is taken to promote safe and smooth traffic flow in the state.

Agarwal emphasized that fitness-failed vehicles pose a significant risk of road accidents, as their mechanical deficiencies increase the chances of technical failures on the roads. The initiative targets such vehicles, aiming to remove them from active service, thereby reducing accidents and improving road safety. He also highlighted the importance of valid insurance, not only for securing financial assistance in the event of accidents but also for simplifying legal procedures.

To avoid fines, Agarwal urged vehicle owners to maintain up-to-date documents, including fitness, insurance, and pollution control certificates. He also pointed out the toll plazas where the highest number of fines have been issued, with Kulhariya toll plaza leading the way by issuing e-challans for 26,000 vehicles, amounting to Rs 12 crore.
