From Patna to the World: Mid-Career IFS Officers Laud Bihar’s Efforts in Administrative Reform

A team of Indian Foreign Service officers undergoing mid-career training praised Bihar’s administrative reforms during a visit to the Bihar Prashasanik Sudhar Mission Society. The officers particularly commended the state’s Public Grievances Redressal Act as a unique and citizen-centric initiative.

Mid-Career IFS Officers Laud Bihar’s Efforts in Administrative Reform During Training Visit

Patna: A team of four Indian Foreign Service (IFS) officers, currently undergoing Phase-II of their Mid-Career Training Programme (MCTP-II), visited the Bihar Prashasanik Sudhar Mission Society on Friday to gain insights into the state’s ongoing administrative reform initiatives.

The officers—Amit Kumar Mishra (Director, MEA), Sandeep Kumar (Deputy Chief of Mission, Doha), Dr Sushil Kumar (Consul General, CGI Melbourne) and Manoj Bihari Verma (Ambassador, Monrovia)—were briefed by Dr B. Rajender, Additional Chief Secretary, General Administration Department, and Dr Pratima, Additional Mission Director of the Society.

The visiting officials were presented with a detailed overview of major reform initiatives, including the Bihar Right to Public Grievances Redressal Act, Bihar Right to Public Services Act, the Government Servant Grievance Redressal Act, the Human Resource Management System, and public engagement platforms like Jigyasa and the Samadhan Call Centre.

The team commended the state’s institutional commitment to transparency and citizen-centric governance, particularly lauding the Public Grievances Redressal Act as a pioneering step in India’s administrative reforms. “It is a dedicated mechanism that ensures timely resolution of citizens’ issues and builds public trust,” one officer remarked.

The visit is part of the officers’ broader effort to study best practices across India that could influence governance models both domestically and in diplomatic assignments.
