Patna DM Issues Show Cause Notices to 131 BLOs for Serious Negligence in Election Work; Salary Postponed

PATNA – As the Lok Sabha elections in 2024 approach, the draft electoral list was published on 27.10.2023 under the special brief revision program of the photo electoral list. Claims and objections are being accepted from 27.10.2023 to 09.12.2023, and special campaign days were organized on 25.11.2023 (Saturday) and 26.11.2023 (Sunday).

The District Election Officer-cum-District Magistrate, Dr. Chandrashekhar Singh of Patna, is actively reviewing the daily collection of voters’ Form 6, 7, and 8 applications. However, it has come to light that during the special short review period, many booth level officers (BLOs) have reported zero (0) collection of Form-6, 7, and 8 applications.

Based on reports from Electoral Registration Officers (EROs), a total of 131 BLOs have been identified with the following distribution by assembly constituency: Patna Sahib-78, Fatuha-21, and Masaurhi (SC)-32. Among them, there are 102 teachers and 29 Anganwadi workers.

The District Election Officer-cum-District Magistrate, Patna, expressed concern, stating that this indicates a lack of interest and gross negligence in election work by these BLOs. It reflects criminal negligence in complying with the Commission’s instructions. According to Section 13C of the Representation of the People Act, 1950, officers or staff involved in electoral roll activities are deemed deputed to the Election Commission, subject to its control and discipline.

Section 32 of the Act allows for punitive action against officials breaching official duties related to electoral rolls. The Election Commission will take disciplinary action if allegations of negligence are proven.

The District Magistrate has directed district-level officials, including the District Education Officer and District Program Officer ICDS, to obtain explanations from the negligent BLOs within 24 hours. If the responses are unsatisfactory, punitive and disciplinary actions will be taken. Until clarification is accepted, the salary payment of all 131 BLOs will remain postponed.

The District Magistrate emphasized a zero-tolerance policy for negligence in election work, urging all officials to adhere to the Election Commission’s instructions diligently.
