Patna: The Junior Doctors Association (JDA) of Patna Medical College and Hospital (PMCH) has announced the suspension of OPD services from Saturday until further notice, citing several issues concerning doctors working in Bihar.
The association has urged the Health Department to immediately open dialogue with representatives of doctors and resolve the issues within a stipulated timeframe.
However, emergency, ICU and other life-saving services will continue during the OPD shutdown to ensure that critical patients continue to receive treatment.
Security After Violence Against Doctors
A key demand concerns incidents of violence against doctors at hospitals.
The JDA has called for immediate action in cases involving attacks on doctors at PMCH and DMCH, including the registration of institutional FIRs and strengthening of security arrangements within hospital premises.
The association said effective security measures are necessary to enable doctors to work without fear.
JDA president Satyam Kumar said:
“The safety of doctors in the state is a serious issue. Doctor safety is paramount, and the Health Department must give it serious consideration.”
Review Of Action Against Two Saharsa Doctors
The JDA has also demanded an impartial review of the action taken against Dr Sushil Kumar Azad and Dr Roshan Lal in Saharsa.
The association has called for the matter to be reviewed in the context of the circumstances surrounding the case and has sought an opportunity for the doctors to present their side before the Health Department.
Changes In Bond Doctors’ Salary And Designation
Another major demand relates to doctors serving under bond obligations.
The JDA has sought revision of their salary and designation, arguing that their remuneration and official designation should appropriately reflect the responsibilities they perform.
JDA Seeks Changes To NOC Policy
The association has also demanded amendments to provisions concerning No Objection Certificates (NOCs) under Health Department Resolution No. 3/Misc-01-19/2026, dated June 5, 2026.
According to the JDA, the existing provisions are restrictive and should be reviewed, with necessary amendments introduced.
Four Key Demands
The JDA has listed four principal demands:
- Action against incidents of violence targeting doctors and stronger security arrangements in hospitals.
- An impartial review of the action taken against Dr Sushil Kumar Azad and Dr Roshan Lal.
- Revision of the salary, designation and remuneration of doctors serving under bond obligations.
- Amendment of restrictive NOC provisions under the Health Department’s June 5, 2026, resolution.
The association has called for immediate dialogue with doctor representatives and a time-bound resolution of the issues.
While OPD services remain suspended, the JDA has reiterated that emergency, ICU and other essential life-saving services will continue to operate.
