Patna: The Union Cabinet has approved the upgradation of the Khagaria–Purnea section of National Highways 31 and 231 into a four-lane corridor in Bihar at an estimated cost of Rs 3,936.05 crore.
The project will be implemented under the Build-Operate-Transfer (Toll) model and is aimed at easing congestion, improving road safety and strengthening transport infrastructure across eastern Bihar.
According to an official statement, the proposed highway upgrade will address long-standing issues, including sharp curves, geometric deficiencies and traffic bottlenecks across the districts of Khagaria, Bhagalpur, Katihar and Purnia.
As part of the project, a 6.729-kilometre greenfield bypass will also be constructed around Purnea city to facilitate smoother traffic movement and reduce congestion within urban areas.
Boost for Seemanchal and Kosi Regions
The upgraded corridor is expected to significantly improve connectivity in Bihar’s Seemanchal and Kosi regions, which have long demanded better transport infrastructure to support economic development.
Officials said the project would reduce travel time, improve road safety and facilitate faster movement of both passengers and freight vehicles.
Improved connectivity is also expected to benefit agriculture, trade, tourism and industrial activities in the region by providing more efficient access to markets and transport networks.
Samrat Chaudhary Welcomes Cabinet Decision
Chief Minister Samrat Chaudhary welcomed the Cabinet approval and thanked Prime Minister Narendra Modi for what he described as a “historic decision” for Bihar.
He said the project would provide fresh momentum to the state’s development and strengthen road connectivity across eastern Bihar.
“The guidance and support of Prime Minister Narendra Modi have consistently contributed to Bihar’s progress. Several important Central Government schemes have already been completed in the state, while work on many others is progressing rapidly,” Chaudhary said.
He added that the four-laning project would strengthen regional connectivity, accelerate socio-economic development and create new employment opportunities.
Expected Economic Impact
State government officials believe the project will play a key role in improving logistics and transportation efficiency across the region.
The upgraded highway is expected to facilitate faster movement of goods, lower travel costs and improve access between districts, thereby supporting local businesses and farmers.
Authorities also expect the project to generate employment during both the construction and operational phases, while contributing to broader economic growth in one of Bihar’s most strategically important regions.
