Patna : The Bihar government has announced a comprehensive overhaul of the private security industry, banning the deployment of untrained guards across the state. The move comes as part of the newly issued Bihar Private Security Agency Rules 2025, which take effect immediately.

Private security guards have become increasingly common in Bihar, hired for residential, commercial, and event-related duties. However, concerns over the lack of formal training and oversight have prompted the state’s Home Department to enforce stringent new standards.

Under the new rules, private security agencies will only be allowed to employ guards who have undergone certified training and meet prescribed physical standards. Untrained individuals can no longer be deployed for security duties, and agencies found violating the rules risk losing their operating licences.

Among the physical criteria set out in the manual, male guards must be at least 160cm tall with a chest measurement of 80cm, while female guards must be at least 150cm tall. There are no chest measurement requirements for female personnel. Guards must also be able to run 1km in six minutes and pass an annual health check, including vision and hearing assessments.

The manual introduces specific training requirements aligned with the National Skill Qualification Framework. New recruits must complete a minimum 20-day programme comprising at least 100 hours of classroom instruction and 60 hours of field training. However, ex-servicemen and former police personnel will be eligible for an abbreviated seven-day course.

The Home Department has warned that non-compliant agencies will face strict action and will not be granted or renewed licences.
