Patna: Senior IPS officer Preeta Verma is currently holding the additional charge of Bihar Director General of Police while incumbent DGP Vinay Kumar is on leave from September 15 to October 5, 2026.
A 1991-batch Bihar-cadre officer, Verma is currently serving as Director General-Cum-Commandant General of the Home Guard and Bihar Fire Service. She is continuing in that role while handling the additional responsibility of the state police chief.
Her appointment has also brought renewed attention to a case from 2005, when she was the Superintendent of Police in Vaishali district. The case involved a rickshaw puller from Mahnar whose two kidneys were found to be missing after he underwent surgery at a private clinic. Recent reports have recalled Verma’s role as the district SP during the investigation.
2005 Mahnar kidney case
The incident was reported in December 2005 in Mahnar, Vaishali. According to recent reports, a rickshaw puller suffering from severe abdominal pain went to a private clinic run by Dr R.K. Gupta, where he was reportedly diagnosed with appendicitis and underwent surgery.
His condition deteriorated after the operation. He reportedly developed difficulty in passing urine and was subsequently taken to Patna Medical College Hospital (PMCH) on December 10.
Medical examinations at PMCH reportedly found that both his kidneys were missing. He was admitted to the urology department and placed on dialysis. Doctors reportedly recommended a kidney transplant, but the treatment posed a major financial challenge for his family.
At the time, Preeta Verma was the Vaishali SP. According to reports, the patient’s wife lodged a complaint at Mahnar police station against Dr R.K. Gupta and three associates. Police subsequently approached the court, and non-bailable warrants were reportedly issued against the accused.
The patient died after undergoing treatment for around 20 days. The case subsequently drew attention to allegations of illegal organ removal and the regulation of private medical facilities in the state.
Reports from the period, as cited in recent accounts, also say that the health department ordered an inquiry and that then Chief Minister Nitish Kumar sought details from senior police officials and directed that the investigation and trial process be expedited.
Why is the 2005 case being discussed again?
The case has resurfaced in September 2026 because Verma, who was the Vaishali SP when the incident occurred, is now temporarily holding charge of Bihar Police.
There is a gap of about 21 years between the Mahnar incident and her present assignment. During this period, Verma served in several senior positions in Bihar Police, including assignments related to CID, police modernisation, technical services, the State Crime Records Bureau and training.
1991-batch Bihar cadre IPS officer
According to the 2026 IPS Civil List of the Government of India, Preeta Verma belongs to the 1991 batch of the Bihar cadre. The official record lists her home state as Rajasthan, her educational qualification as B.A., her date of birth as July 1, 1968, and her date of appointment to the IPS as October 11, 1992. The same record lists the President’s Police Medal for Distinguished Service (PPMDS-2023) and the Police Medal for Meritorious Service (PMMS-2009) against her name.
Her career has included both field and headquarters assignments. Earlier records list her among officers who held responsibilities in areas including CID and other specialised police functions. The 2023 IPS Civil List records her as DG (Training), Bihar.
She has also held senior responsibilities connected with police modernisation and technical services.
DG of Home Guard and Fire Service
In 2026, Verma was assigned senior responsibilities in Bihar’s Home Guard and Fire Services. The official Bihar Fire Service website currently lists her as Director General-Cum-Commandant General, Home Guard & Bihar Fire Service.
She was also appointed DG-cum-Chairperson-cum-Managing Director of the Bihar Police Buildings Construction Corporation in January 2026, according to corporate records.
President’s Police Medal for Distinguished Service
Verma’s government service record includes the Police Medal for Meritorious Service in 2009 and the President’s Police Medal for Distinguished Service in 2023. Both honours are listed in the Government of India’s 2026 IPS Civil List.
Additional charge as Bihar DGP
Bihar DGP Vinay Kumar proceeded on 21 days of leave from September 15 to October 5, prompting the state government to give Verma additional charge of the top police post. She continues to hold her existing responsibilities during this period.
After taking charge, Verma held meetings with senior police officials and outlined priorities including action against the network involved in illegal drugs, women’s and girls’ safety, security arrangements for the Gaya Pitrapaksha fair and monitoring of border areas.
Her present role is an additional-charge arrangement during the incumbent DGP’s leave and is not a permanent appointment to the post.
Retirement due in 2028
Born on July 1, 1968, Verma is due to retire from service in 2028 under the applicable retirement rules. Her long career has included field policing as well as senior administrative and specialised assignments within the police establishment.
Her temporary elevation to the state’s top police post has therefore brought renewed attention not only to her present assignment but also to her earlier tenure as Vaishali SP, including the 2005 Mahnar kidney case that has resurfaced in current media coverage.
