Patna: Motorists in Bihar’s smart cities will now face automatic e-challans if found driving without valid third-party insurance, the state transport department announced on Monday. The new system, already operational in Patna, Muzaffarpur, Bhagalpur, and Bihar Sharif, uses ANPR (Automatic Number Plate Recognition) cameras to detect uninsured vehicles, marking a major step in road safety enforcement.
Transport Secretary Sanjay Kumar Agarwal confirmed that violators will be issued an e-challan once per day, with a 24-hour grace period granted to pay the fine. Continued non-compliance will result in additional penalties under Section 196 of the Motor Vehicles Act, 1988. This rule aligns with the existing practice of e-challan generation at toll plazas, where violations are already detected via e-detection systems and hand-held devices.
“Third-party insurance is not just a legal requirement—it’s a moral obligation,” said Agarwal. “It offers financial protection to the driver and also ensures that accident victims receive appropriate compensation.”
Third-party insurance, which covers liability for injury or damage caused to another person or their property, remains mandatory for all vehicle owners. It guarantees coverage for medical expenses and provides compensation of up to Rs 5 lakh in case of fatal accidents. Beyond financial security, such insurance can protect policyholders from lawsuits and asset seizures in case of legal claims.
Authorities are urging residents to comply with the regulations and view insurance as a civic responsibility, not just a legal formality. “As responsible citizens, we must ensure our vehicles are insured—not only for our safety but for the safety of others on the road,” Agarwal added.
