Patna: The Education Department has commenced the posting process for over 1.3 lakh teachers who were recently transferred at the district level, marking a significant step in its efforts to improve transparency and decentralise administrative decisions in the education sector.
Following the conclusion of the teacher transfer process — which saw 1,90,226 applications submitted — the department has now rolled out a digital framework for school allocation. This system, according to officials, has been designed to prevent bias and maintain confidentiality throughout the process.
Teachers will be allotted to new schools by 15 June, with formal joining scheduled between June 23 and 30. The state’s Additional Chief Secretary for Education, S Siddharth, has issued detailed instructions to all District Education Officers (DEOs), who will oversee the allocation process but with limited access to personal details.
In a move to reinforce fairness, DEOs will not be able to view teachers’ names, IDs, previous postings or reasons for transfer. Instead, school postings will be made based on subject expertise, class taught, and panchayat-level preferences submitted by each teacher.
The portal system is designed to display one teacher’s data at a time, with the ‘Proceed’ function unlocking the candidate’s chosen panchayat preferences. School allotments will then be made based on vacancy availability. If no vacancies are available in the teacher’s listed panchayats, the nearest available school will be assigned.
The process is strictly sequential — a new teacher’s application will only become visible to the DEO once the current case is fully processed. Importantly, DEOs will not have the discretion to skip or disregard any application.
Teachers who remain unsatisfied with their new postings will be allowed to reapply in a second phase, following their initial joining. These subsequent applications — which can be modified or withdrawn via the state’s e-Shikshakosh portal — will be considered based on availability and student-teacher ratios across districts.
Priority in this next round will be given to districts facing acute teacher shortages, including Shivhar, Sitamarhi, Purnia, East Champaran, Araria, Katihar, Khagaria, Supaul, Banka, Jamui, Kishanganj, Lakhisarai, Bhagalpur, and Madhubani.
The education department hopes this data-driven approach will lead to a more equitable distribution of teachers and improved learning outcomes, especially in underserved regions of the state.
