Patna: In a significant move to strengthen grassroots governance, the Bihar government has approved the construction of 241 new Block-cum-Zonal Office buildings and 62 integrated Block-cum-Zonal Office-cum-Residential Complexes across the state. The initiative, spearheaded by the Building Construction Department, targets blocks currently operating from dilapidated offices or lacking permanent buildings altogether.
According to Building Construction Department Secretary Kumar Ravi, the new constructions will replace structurally unsound or non-repairable offices, while fully equipped complexes will be established in blocks that currently operate without designated administrative buildings. The project aims to streamline access to public services and accelerate rural development through improved infrastructure.
Each Block-cum-Zonal Office-cum-Residential Complex has been allocated Rs 30,74,17,000, while the standalone administrative buildings to replace old structures have been sanctioned Rs 16,62,10,000 per unit. Land has already been identified for all projects, and the tender process is set to begin soon.
The standard design for the administrative buildings (G+2) will include offices for the Block Development Officer and Zonal Officer, a modern conference hall, a Right to Public Services (RTPS) counter, a canteen, and a record room. The integrated complexes will also feature residential quarters for block officials and staff.
Sustainability has been factored into the project, with solar panels planned for the rooftops to ensure energy efficiency and reduced operational costs.
Officials say that having various public service facilities housed under one roof will reduce bureaucratic delays and improve citizens’ experience, while also enabling faster implementation of development schemes in rural areas.
