
Patna: In a significant step towards judicial reform and criminal justice efficiency, Bihar will now have dedicated Court Naibs and Court Incharges in all courts across the state to ensure the swift execution of court orders and timely hearings. The initiative comes in response to a staggering backlog of 17 lakh pending cases clogging the judicial system.
The announcement was made at a press briefing at the Police Headquarters in Patna on June 12 by senior police officials Parasnath (ADG, CID) and Daljit Singh (IG). They stated that this effort aims to strengthen prosecution processes and improve the implementation of speedy trials.
The Court Incharge will be an officer of the rank of Sub-Inspector or Inspector, while the Court Naib will also be selected from among the police force. Both roles are being established under the Home Department (Special Branch) to facilitate the legal process by ensuring timely service of summons, warrants, attachments, and proclamations issued by the courts.
“These appointments will help eliminate unnecessary delays and bring efficiency in the execution of court directives,” said ADG Parasnath. The deployment will be dynamic, with skilled and experienced officers selected under the supervision of the respective district Superintendents of Police.
A special focus will be placed on speeding up trials of serious criminal cases. From January to May this year, courts have already convicted 52,314 accused in 38,071 cases. This includes 508 convictions in 207 murder cases, 92 in 81 rape cases, and 60 in 39 dowry-related cases.
Notably, courts awarded the death penalty to 3 convicts, life imprisonment to 489, sentences of 10 years or more to 246, and jail terms of less than 10 years but more than 2 years to 585 convicts. Another 1,093 were sentenced to up to 2 years, while 49,898 were fined or given bond-related penalties.
To support prosecution and ensure reliable witness testimonies, 17,207 police personnel, 3,318 doctors, and 49,515 other witnesses were produced before the courts in the same period.
