Patna: The Education Department has issued a directive to all state universities in Bihar to submit detailed accounts of funds received over the past six financial years. Universities failing to provide the utilization certificates in Form 42A will not receive fresh grants, as future disbursement will be contingent upon the balance and savings reported.
According to official sources, several universities have not submitted financial utilization details for funds provided between FY 2019–20 and FY 2024–25. In response, Director of Higher Education Prof. N.K. Agarwal has written to the registrars of the respective institutions, instructing them to submit pending fund utilization reports as per a fixed schedule.
The universities have been directed to share their institution-wise schedules and pending fund utilization reports with Deputy Secretary (Treasury) Reena Santoshi Tirkey. The department has set a timeline for submission, with different universities assigned specific dates:
- July 25: Patna University, Patliputra University, and Maulana Mazharul Haq Arabic-Persian University
- July 28: Veer Kunwar Singh University and Purnia University
- July 29: Magadh University and Babasaheb Bhimrao Ambedkar Bihar University
- July 30: Jai Prakash University and Bhupendra Narayan Mandal University
- July 31: Lalit Narayan Mithila University and Tilka Manjhi Bhagalpur University
- August 1: Munger University and Kameshwar Singh Darbhanga Sanskrit University
Officials emphasized that submission of these reports is crucial to maintain transparency and ensure accountability in the usage of public funds. The Education Department will assess the utilization before approving further financial aid.
