Patna: Thousands of teachers across Bihar have found renewed hope and happiness, thanks to the state government’s newly implemented mutual consent transfer policy. So far, 17,242 teachers have been successfully transferred to their preferred postings under the scheme.
The Education Department, under the leadership of Additional Chief Secretary S Siddharth, introduced the policy with the aim of ensuring transparency and fairness in the transfer process. The result: a major administrative success and emotional relief for thousands of families.
Teachers such as Suman Kumari and Shilpi Varnwal had waited 12 years to be posted near their in-laws’ homes. Last Thursday, the two women finally joined their new schools—Higher Secondary School, Chandwara (Jamui), and Primary School, Tardih (Gidhaur)—under the new policy. “Our eyes welled up with joy,” they said, expressing gratitude for what once seemed impossible.
The policy allows teachers of the same designation and subject—such as maths to maths, or regular to regular—across the state to apply for transfers through the e-Shiksha Kosh mobile application. After uploading their preferences, teachers can access a list of others seeking transfers within their district or even across panchayat, block, subdivision, or district boundaries.
Each teacher may select up to ten peers willing to exchange posts. The mobile numbers of interested candidates are shared via OTP verification, ensuring direct communication between parties. Once both teachers agree, the Education Department verifies the mutual request through the application, maintaining transparency throughout.
Remarkably, transfer orders are now being issued within just five days of application. The policy is not only streamlining bureaucracy but also restoring dignity and balance to the personal lives of educators.
