Patna: Chief Minister Nitish Kumar has announced a significant policy change for teacher recruitment in Bihar, mandating a domicile policy that will give priority to residents of the state. The announcement, made on his official X (formerly Twitter) account on Monday, outlines a new directive to the Education Department to implement the change starting with the upcoming Teacher Recruitment Examination (TRE-4).
In his post, the Chief Minister stated that the new policy is a continuation of his government’s long-standing efforts to improve the education system since 2005. “A large number of teachers have been appointed to strengthen the education system,” he wrote. “The Education Department has been directed to make necessary amendments in the relevant rules to give priority to the residents of Bihar (DOMICILE) in the recruitment of teachers.”

This new rule is set to be implemented from the TRE-4, which is scheduled for the year 2025. He also announced that TRE-5 will be conducted in 2026, with instructions for the State Teacher Eligibility Test (STET) to be held before it.
The announcement follows a similar move by the Bihar government regarding reservation for women. Earlier, the government had implemented a policy that restricts the benefit of a 35% reservation in government jobs to only women from Bihar. Previously, women from other states were also eligible for this reservation. The new domicile policy for teacher recruitment appears to be a broader application of this principle.
