Patna: The Patna High Court has given a major decision in favour of thousands of panchayat and block teachers in Bihar. The court said that once a teacher has completed 12 years of satisfactory service, they have the right to be promoted to the post of graduate trained teacher. This order has come as a big relief to many teachers who have been waiting for promotion for years.
The case was heard by Justice Purnendu Singh, who directed the Bihar government to prepare a seniority list of all eligible teachers within three months. He also asked the government to complete the promotion process without any further delay. The decision came after a petition was filed by Prakash Kumar and 12 other teachers, who said that although they were appointed between 2003 and 2007 and had the required qualifications and training, they were not given promotion.
The High Court said that the rules are very clear on this matter. Under the Bihar Panchayati Raj Primary Teacher Service Rules of 2012 and 2020, teachers are entitled to promotion after completing 12 years of service. The court also reminded the state government that it cannot deny teachers their rights because of official negligence. It further noted that giving different salaries and service conditions to teachers who do the same work is unfair and violates the right to equality under the Constitution.
This decision is expected to benefit thousands of teachers across Bihar who have been waiting for career growth. Many panchayat and block teachers have been stuck in the same post for almost two decades, despite giving years of service to schools. With the court’s order, these teachers will now get promotions, higher pay, and recognition of their hard work.
