Patna: The Bihar cabinet, chaired by chief minister Nitish Kumar, has approved the third phase of the state government’s flagship development programme, Seven Resolves–3, laying out a comprehensive roadmap focused on employment generation, industrial expansion and social welfare over the next five years.
Announcing the decision after the cabinet meeting, CM said the new phase builds on the outcomes of Seven Resolves (2015–20) and Seven Resolves–2 (2020–25), and is aimed at accelerating economic growth while ensuring social justice. He said the programme reflects the government’s commitment to sustained development since it came to power in 2005.

Key focus areas of Seven Resolves–3
- Jobs and income growth:
The government has set a target of creating employment and livelihood opportunities for 10 million youth in the next five years. Under the “Double Employment – Double Income” resolve, efforts will be made to raise per capita income through skill development, self-employment and enterprise support. Women will receive Rs 10,000 for self-employment, with financial assistance of up to Rs 2 lakh to expand businesses. Poor families identified in the recent caste-based socio-economic survey will be prioritised for employment schemes. - Industrial development:
To strengthen the industrial base, the state plans to develop industrial areas in every district and attract at least Rs 50 lakh crore in private investment. Three high-level committees headed by the chief secretary have been constituted to position Bihar as a technology hub in eastern India. The cabinet also approved the phased revival of nine closed sugar mills and the establishment of 25 new ones, alongside new institutional support for micro, small and medium enterprises. - Agriculture and allied sectors:
A fourth agricultural roadmap for 2024–29 will guide efforts to increase farmers’ income. Special emphasis will be placed on makhana production, dairy and fisheries. Milk producer societies will be formed in all villages, Sudha sales centres set up in every panchayat and irrigation coverage expanded to reach every field. - Education reforms:
A separate higher education department has been created to improve governance and quality. The government plans to upgrade old and prestigious institutions into centres of excellence and establish a new education city in the state. - Healthcare expansion:
Under the healthcare resolve, block-level community health centres will be upgraded into specialty hospitals and district hospitals into super-specialty facilities. Public–private partnerships will be encouraged in medical colleges, while incentives will be introduced to attract doctors to remote areas. The state also plans to restrict private practice by government doctors. - Infrastructure and urban growth:
The programme includes the expansion of urban areas, construction of new planned cities and provision of affordable housing for the urban poor. Five new expressways will be built, rural roads widened in phases and power infrastructure strengthened. Rooftop solar energy will be promoted across households. - Tourism, sports and culture:
Tourist destinations will be developed as national and international hubs, supported by improved facilities and connectivity. Plans also include a film city to promote Hindi and regional cinema and a world-class sports city in Patna, with sports centres of excellence across districts. - Good governance and ease of living:
The final resolve focuses on improving citizens’ quality of life through technology-driven services, innovation and what the government describes as sensitive and inclusive governance.
The chief minister said he was confident that the implementation of Seven Resolves–3 would strengthen Bihar’s economic foundation, create large-scale employment and improve living standards across the state.
