Patna: The Bihar government has appointed Deepak Kumar Mishra, a 2019-batch IAS officer, as joint secretary in the Chief Minister’s Secretariat, marking a key administrative reshuffle at the heart of the state’s decision-making apparatus.
Mishra was previously serving as municipal commissioner of the Biharsharif Municipal Corporation, where he earned attention for a hands-on approach to urban governance, particularly in sanitation, traffic management and the use of technology to improve transparency and monitoring.
Originally from Siwan district, Mishra’s trajectory into public service reflects a blend of technical training and administrative ambition. An alumnus of IIT Delhi, where he studied mechanical engineering, he cleared the Union Public Service Commission examination in 2018 with an all-India rank of 511, entering the IAS the following year.
Before joining the civil services, Mishra worked as an assistant manager at Bharat Petroleum Corporation Limited and also spent time with Indian Railways. Officials say that experience in large, complex organisations has shaped his administrative style, particularly in project coordination and inter-departmental management.
During his tenure in Biharsharif, Mishra pushed for tighter monitoring systems within the municipal corporation and prioritised long-pending infrastructure works, including efforts to accelerate a delayed flyover project through coordination with multiple agencies. His focus on data-driven oversight and service delivery drew notice within the state administration.
The move to the chief minister’s secretariat places Mishra closer to policy formulation and execution at the state level, a transition that reflects the government’s preference for officers with on-ground administrative experience and technical expertise in key coordinating roles.
