Patna: Revenue administration across Bihar has been disrupted after Circle Officers (COs) began an indefinite strike on Monday, protesting against the government’s handling of appointments to the post of Deputy Collector of Land Reforms (DCLR).
The strike has been called by the Bihar Revenue Service Association and Birsa United. Officials participating in the protest said they have halted work completely until their demands are addressed.
According to the association, the primary issue behind the strike is the appointment process for the DCLR post, which is a key position within the state’s revenue administration.
The association alleges that the state government has repeatedly failed to honour assurances regarding these appointments and has not acted despite a directive from the high court.
Officials said the court had directed that officers from the Bihar Revenue Service be appointed to the DCLR position, but the government has not implemented the order.
They also accused the government of showing indifference toward long-pending demands raised by revenue officers.
The strike has further intensified pressure on the state’s administrative system, which was already facing disruption due to an ongoing protest by revenue employees.
Revenue department staff have been on strike for the past 17 days, demanding action on a 17-point charter of demands that includes promotions, transfers and the resolution of salary-related issues.
With both officers and employees now boycotting work, many circle offices across the state have reportedly remained largely non-functional.
The absence of officials and staff has affected routine services related to land records, mutation processes and other revenue-related work that typically take place at the circle level.
Officials said the strike would continue until the government responds to their demands and takes steps to resolve the dispute.
