Bihar Govt. Promises No Forced Land Acquisition As Satellite Township Plan Moves Ahead

Urban development secretary says owners will get 55% of developed land back under land pooling model, with launch likely by October-November

Patna: Asserting that 11 new satellite township development is a collaborative effort where farmers will be made shareholders of the township development scheme, Urban Development Department on Monday unequivocally stated that no landowners/farmers, whose land/plot will come under the satellite township areas, will be deprived of their land.

Stating that township will be developed through land pooling scheme, Department Principal Secretary Vinay Kumar said the government will return 55 per cent of land to the landowners/farmers after developing them.

“It (development of 11 new satellite townships) is a collaborative effort and we are not bulldozing anyway…. Farmers will be made shareholders in the township development. We will not deprive anyone of his/her land,” Kumar said while adding that “we will not render any farmer, whose land will come under township development, landless in the process.”

“We will be developing a planned townships at 11 towns of the state… we will be rather returning 55 per cent of the developed plot to their landowners/farmers. The development means each plot of the township area will have road, electricity, drainage, sewerage,” Kumar told reporters here at a press conference held at Soochana Bhawan.

Besides, they will get the planned city in which they will have green area, business area apart from parks, playgrounds, community centres, schools, hospitals, puja places etc, he added.

He was accompanied by his Special Secretary Rajeev Kumar Srivastava and Additional Secretary Manoj Kumar during the press conference.

Kumar asserted that the valuation of the land after land pooling will increase upto 10 times in the township areas whereas the valuation of the land will increase upto 20 times in Punpun which will be the part of Patliputra satellite township in Patna district.

Giving the break-up of how land will be used for different purposes, Principal Secretary said that 22 per cent of the land will be used for roads and other connectivity, five per cent will be used for green space and public utilities, three per cent will be used for giving accommodation to people belonging to Economically Weaker Sections (EWS), besides 15 per cent will be used for roads, lanes, Sewerage Treatment Plant (STP), Water Treatment Plant (WTP), drinking water, electric grid etc.

If the above 55 per cent of developed land that will be given to landowners is added, it becomes 100 per cent of the planned township area, he said while emphasising that entire process has been made transparent with legally sound framework.

First of all, the department will be publishing the draft along with the map of the town planning in the newspapers and seek suggestions and objections from the stakeholders, Kumar said adding that “we will proceed further only when land holders agree. We will form landowners’ group and sit with them to discuss the development of infrastructure.”

There will be tribunal for those having grievance/complaint in the event of any dispute, he said and added that the aggrieved parties can file appeal also. The draft is likely to be published by October-November this year, he added.

In reply to a query, Kumar said that “we will have negotiated purchase with the person concerned if he/she does not want to be the part of land pooling scheme. We will give them the market price of the land plus incentive of tradable TDR (Transfer of Development Rights).”

The state government has planned a major economic centre such as airport, film city etc for each of the 11 new townships, the Principal Secretary said and added that normally 25 per cent to 40 per cent is given to the landowners after their development but the department has decided to return 55 per cent of the developed land in order to ensure that landowners do not feel that they are in loss.

Notably, the state cabinet chaired by Chief Minister Samrat Choudhary had on April 22, 2026 decided the names of the 11 townships that will be developed apart from specifying their core area and special area.

The names of the 11 townships are- Patna as Patliputra, Sonepur- Hariharnathpur, Gayaji- Magadh, Darbhanga-Mithila, Munger-Ang, Purnea-Purnea, Saharsa-Koshi, Chhapra-Saran, Bhagalpur-Vikramsheela, Muzaffarpur-Tirhut and Sitamarhi as Sitapuram, Urban Development and Housing Department Principal Secretary Vinay Kumar told reporters here in a post cabinet briefing.

It had also put a freeze on the sale, purchase and transfer of land, development, construction of buildings in the proposed satellite township area. The freeze will be in place till March 31, 2027 in seven townships while it will be effective till June 30, 2027 in four townships.

The state cabinet had on November 25, 2025 given its nod for developing 11 satellite townships including nine divisional headquarters towns/cities apart from two other townships of Sonepur (Hariharnathpur) in Saran district and Sitamarhi (Sitapuram).
