Speaker Reviews Preparations for Winter Session of Bihar Legislative Assembly

Patna: With the winter session of Bihar Legislative Assembly set to start from November 6, Speaker of the Bihar Legislative Assembly, Avadh Bihari Chaudhary, held a high-level meeting on Wednesday to ensure the seamless coordination of various arrangements, including security, traffic management, medical services, cleanliness, and parking, ahead of the forthcoming session.

During the meeting, which took place in the reading room of the Legislative Assembly, Chaudhary emphasized the significance of this session, characterizing it as small yet important. With just five working days, this session is poised to address questions, highlight concerns, address requests, and undertake other crucial legislative work within the stipulated timeframe.

The Speaker expressed optimism that the issues raised by members in the interest of the public will be thoroughly discussed and resolved during this session. He underscored the importance of meaningful debates in the House, highlighting the vital role of the legislature in simplifying, improving, and enhancing the lives of the people. He also emphasized that a successful session, with 100% responses to questions and matters of public interest, would strengthen democracy.

Speaker Chaudhary emphasized the importance of timely and accurate responses to questions raised during the session, acknowledging the government’s commitment to promptly addressing public concerns. He directed the Chief Secretary to ensure that responses are delivered in a timely manner and instructed nodal officers from various departments to coordinate effectively with the Bihar Legislative Assembly Secretariat to guarantee that 100% of the questions are answered on time.

Furthermore, Speaker Chaudhary urged officials from the Building Construction Department to resolve any deficiencies in the housing allocated to MLAs at Beerchand Patel Path and other locations before the session’s commencement.

In attendance at the meeting were Deputy Chairman of the Bihar Legislative Council, Ramchandra Purve, Parliamentary Affairs Minister, Vijay Kumar Chaudhary, Chief Secretary, Aamir Subhani, Director General of Police, R.S. Bhatti, Additional Chief Secretary of the Home Department, K. Senthil, Principal Secretary of the Health Department, and representatives from several other departments. District Magistrate, Patna, Chandrashekhar Singh, and Senior Superintendent of Police, Patna, Rajeev Mishra, were also present, along with Raj Kumar, Secretary, and Kamalendu Kumar Singh, Secretary in-charge of the Bihar Legislative Council.

In a subsequent meeting, party leaders from all the parties represented in the Bihar Legislative Assembly convened under the leadership of Speaker Chaudhary, to discuss the upcoming session’s organization.

The Speaker expressed optimism that the session would witness meaningful discussions on public interest issues, and he called for cooperation between the ruling party and the opposition to resolve public problems amicably. The Speaker also pledged to uphold established traditions, rules, and provisions for the session’s smooth conduct and anticipated positive support from the Leader of the Opposition in maintaining order in the House.

Parliamentary Affairs Minister, Vijay Kumar Chaudhary, assured that the government is committed to conducting the session efficiently and providing accurate answers to questions raised by members on matters of public interest. Party leaders present in the meeting lauded the Speaker for his efforts in ensuring the successful conduct of the upcoming session.

  • BJP leaders Haribhushan Thakur Bachaul and Pawan Jaiswal announced a series of programmes across Bihar ahead of June 25, which the party will observe as ‘Constitution Murder Day’. Discussions on the contributions of Syama Prasad Mookerjee will be held at booth level, while district-level workers’ conferences will see participation from senior party leaders and ministers.
Special programmes involving youth and students will also be organised. BJP mayors and deputy mayors have been asked to conduct events at their respective levels, and proposals to name public squares and intersections after Syama Prasad Mookerjee were also highlighted.
A major event will be held at Gyan Bhavan in Patna on June 25, where BJP National President J.P. Nadda is expected to attend and honour veterans associated with the JP Movement. Similar programmes will be organised across all divisions of Bihar, accompanied by exhibitions highlighting the Emergency period and its impact on the Constitution.
