Patna: The Government of Bihar is set to introduce a new mechanism aimed at making land transactions more transparent and secure by allowing prospective buyers to verify the status of a plot before completing registration.
Under the proposed system, buyers will be able to obtain detailed information about a property from the concerned Circle Officer (CO) prior to purchase, enabling them to assess the actual legal and physical status of the land in advance.
Optional Verification To Begin From May 15
Officials said the new facility would be implemented on an optional basis from May 15.
Buyers who wish to verify a property before proceeding with formal registration will be able to do so through the new process.
To facilitate implementation, the Inspector General of Registration has written to District Magistrates across all districts, directing them to ensure smooth execution of the framework.
Existing System Often Left Buyers Vulnerable
Until now, the land registration process largely focused on verifying the relationship between the landowner and the raiyat.
However, buyers often lacked access to detailed information regarding ownership disputes, legal encumbrances or the actual status of the land.
As a result, many purchasers later discovered that:
- the land had already been sold to another party
- it was government land
- loans had been taken against it
- compensation had already been claimed under government schemes
Officials said such gaps frequently led to legal disputes and financial losses for buyers.
New System To Reveal Ownership, Loans And Possession Status
Under the revised mechanism, buyers will receive detailed information regarding:
- actual ownership of the land
- whether the property is government-owned or private
- previous sale history
- loan or financial encumbrance status
- compensation claims linked to the land
- physical possession and whether it is peaceful or disputed
Authorities said the system would help establish the true legal standing of a property before a transaction is completed.
Government Expects Reduction In Fraud And Disputes
The government believes the initiative will significantly reduce cases involving forged documents, fraudulent sales and land-related litigation.
Officials said land purchases often represent a major lifetime investment for ordinary citizens, making access to reliable information critical before registration.
The new framework is also expected to streamline post-registration procedures such as mutation (Dakhil-Kharij) and reduce complications arising after purchase.
